Meeting Minutes of May 8-.2018

1. Call to order and roll call of Board Members
The meeting was called to order at 4:17:p.m.with:a quorurh:present.
Present: President- Ron Cox(arrived at 4:30:p.m.),Vice President—Alton Todd,Arden `:Trey" Hill, Dr. .
Rebecca Hillenburg, Elmer"Bubba"Johnson,Jr.,and Paul Marx.
Absent: Dr. Patrick McGinnis
Staff members present: Karen Capps and Aubrey Harbin
Also present: Lauren Griffith and Cheryl Huffman—Lauren Griffith Associates, Councilmember Elect
Robert Griffon, and residents Christine Mangle-Smith,Julie Anderson, and Philip Ratisseau
2. Citizen comments
Citizens introduced themselves. No other comments were made..
3. Consider and take action on approval of minutes
Dr. Rebecca Hillenburg made a motion to approve the April 10, 2018 meeting minutes,second by Elmer
"Bubba"Johnson. All in favor, motion carried unanimously.
4.. Discussion and possible action regarding the Downtown Improvement Plan
Cheryl Huffman-gave an overview and status report of their work to date. The stakeholder meetings
were completed with the various groups and good information was received. The Downtown Survey
was completed with over 1,000 responses. Responses included that people wanted more retail choices
of dining and small shops, meeting/gathering spaces, public art, and walking/biking opportunities with
more walkable development and destinations,.better pedestrian accommodations and crossings: When
responding to why Friendswood is unique or different from other nearby cities, respondents saidthat
the community feels small and quaint, safe; it is family-oriented;they liked the trees, rich history, and .
people are friendly. Cheryl also spoke about several branding ideas that included the.unique values of
family,friends, and history of Friendswood. In-moving forward,the Board discussed dates for the three
public meetings to be held on Thursday,June 7,Thursday,July26,and Thursday;August 23 at 7 p.m.-
5. Financial report
Karen Capps reported that April.sales tax revenue was$33,655 and interest earned was$302.
Expenditures were $1,458 for the monthly staff services agreement and $71,610.to Lauren Griffith
Associates. The ending fund balance as of April 30, 2018 was$242,935.
6. Staff updates
Karen Capps reported that board reappointments would be on City Council's agenda in June for
approval. Project Poles and Wires..Removal Phase II is nearing completion with underground cables
already.installed. The.next step is to remove the overhead poles and lines along Friendswood.Drive
from 416 S..Friendswood Drive to Heritage Drive. The Board will discuss and consider the 2018-19
budget at their June meeting. A request for a rehearing was submitted by the plaintiffs to the court that
ruled in favor of the City in the recent election lawsuit. The City has until May 15 to respond.

7. Member Comments
Trey Hill requested that the City Attorney attend their June meeting to discuss possible staggered terms
for the board. Paul inquired about the status of Lauren Griffith Associates reviewing the medians for
possible tweaking of plantings. Bubba Johnson stated that he was pleased to see interest in residents
attending the board meeting and hopes they will maintain enthusiasm in the community.
