Meeting of the Board of Directors
Meeting Minutes of October 9,2018

1. Call to order and roll call of Board Members
The meeting was called to order at 4:01 p.m.with a quorum present.
Present: Vice President Dr. Pat McGinnis, Ron Cox, Dr. Rebecca Hillenburg, Elmer"Bubba"Johnson, and
Paul Marx.
Staff member present: Karen Capps
Absent: Alton Todd and Arden "Trey" Hill
Also present: Linda Richard and Janis Lowe.
2. Citizen comments
None
3. Consider and take action on approval of minutes
Dr. Rebecca Hillenburg made a motion to approve the September 11, 2018 meeting minutes,second by
Elmer"Bubba"Johnson. All in favor, motion carried unanimously.
4. Discussion and possible action regarding next steps to implement the Downtown Improvement
Plan
The status of the TIP grant application was discussed. Karen Capps reported on letters of support
received from Dr. Greg Bonnen, Senator Larry Taylor,Judge Mark Henry, FDFA, and Galveston County
Consolidated Drainage District. Letters were sent out to property owners requesting possible public
easement to install brick paved sidewalks for properties that currently do not have brick paved
sidewalks along Friendswood Drive from FM 2351 to Cowards Creek. Twelve owners have responded so
far. The Board asked to review the grant application prior to submittal.
Paul Marx asked about specific specifications and design for pedestrian lighting. Lauren Griffith and
Associates will send information that will be forwarded to the Board. The Board discussed providing
information to the Planning and Zoning Commission about the Downtown Improvement Plan, more
specifically, pedestrian lighting standards. Currently,there are several designs being utilized which does
not provide a cohesive or consistent look. Karen Capps suggested to invite Aubrey Harbin to the next
board meeting to further discuss.
S. Financial report
Karen Capps reported that September sales tax revenue was$39,197 and interest earnings were$273.
Expenditures were$1,458 for the monthly staff services agreement and $50,173 to Lauren Griffith
Associates. The ending fund balance as of September 30, 2018 was$408,100.
6. Staff updates
Karen Capps reported that the grant application to TNMP was submitted on September 28 requesting
$10,000 for downtown street poles and signs.
