Meeting of the Board of Directors
Meeting Minutes of January 8,2019
Friendswood Public Library, Meeting Room

1. Call to order and roll call of Board Members
The meeting was called to order at 4:05 p.m. with a quorum present.
Present: President Alton Todd,Vice President Dr. Pat McGinnis,Secretary/Treasurer Arden "Trey" Hill,
Ron Cox, Elmer"Bubba"Johnson, and Paul Marx.
Absent: Dr. Rebecca Hillenburg
Staff members present: Karen Capps and Aubrey Harbin
Also present: Councilmember Robert Griffon, Planning and Zoning Commissioner Richard Sasson,
Alexander Costello of Boy Scout Troop 224, and Linda Richard.
2. Citizen comments
None
3. Consider and take action on approval of minutes
Ron Cox made a motion to approve the December 11, 2018 meeting minutes, second by Elmer"Bubba"
Johnson. All in favor, motion carried unanimously.
4. Discussion and possible action regarding next steps to implement the Downtown Improvement
Plan
Paul Marx stated that he contacted two companies requesting the estimated cost of a fourteen foot
pedestrian light pole with LED that would have a 120 volt receptacle with Photocontrol (electronically
controls the color temperature and lumen of the light). He is waiting to hear back on the pricing of the
fixture. The Board discussed the pole specifications, quantity, and placement uniformity. Paul will finish
his work and bring back to the Board next month. The Board asked if Lance Gandy could provide a cost
estimate for the custom aluminum pole design that is depicted in the Downtown Improvement Plan.
5. Financial report
Karen Capps reported that December sales tax revenue was$43,757 and interest earnings were$166.
Expenditures were$1,333 for the monthly staff services agreement, $12,100 to Traffic Engineers, Inc.
for preparation of the TIP Grant application, and $22,429 to Lauren Griffith Associates. The ending fund
balance as of December 31, 2018 was$595,881.
6. Staff updates
Karen Capps reported that she received a letter from Friends Church requesting a proposed sidewalk
plan for the area along the cemetery and in front of the church that would ensure, protect, and preserve
all of the large oak trees on their property. She will work with Aubrey on a proposed plan utilizing
pervious materials. A status report was given on the TIP grant application.
7. Member Comments
Ron Cox provided a report on his presentation to the Planning and Zoning Commission. Paul Marx also
attended the meeting.

9. Adjournment
With no further business to discuss,the meeting was adjourned at 5:28 p.m.
