HomeMy WebLinkAboutFDEDC Minutes 2019-02-12 } Friendswood Downtown Economic Development Corporation (FDEDC) Meeting of the Board of Directors Meeting Minutes of February 12,2019 Friendswood Public Library, Meeting Room 416 S. Friendswood Drive, Friendswood,Texas 77546 1. Call to order and roll call of Board Members The meeting was called to order at 4 p.m.with a quorum present. Present: President Alton Todd, Secretary/Treasurer Arden "Trey" Hill, Ron Cox, Dr. Rebecca Hillenburg, Elmer"Bubba"Johnson, and Paul Marx. Absent: Dr. Pat McGinnis Staff members present: Karen Capps and Aubrey Harbin Also present: Mayor Mike Foreman, Councilmember Robert Griffon, Councilmember Carl Gustafson, and Linda Richard. 2. Citizen comments None 3. Consider and take action on approval of minutes Ron Cox made a motion to approve the January 8, 2019 meeting minutes, second by Dr. Rebecca Hillenburg. All in favor, motion carried unanimously. 4. Discussion and possible action regarding next steps to implement the Downtown Improvement Plan Paul Marx provided two different pedestrian light pole options by manufacturers Lumec and Hatco. The pole and luminaire are two different components with an estimated total cost of$3,800 per pole. The first design presented a bell type fixture and steel pole that was powder coated. The second was an acorn fixture. Paul estimated that it would cost about$500 to$600 for the foundation base to mount each pole with spacing about 60 to 80 feet apart and suggested they be 16 feet in height to accommodate a banner. Aubrey Harbin stated that the City's Design Criteria Manual requires poles to be 10 to 12 feet high. The board discussed the process and timing to possibly increase the height of these requirements. The Board also discussed the need for an overall plan and requested that Staff invite Lauren Griffith and Lance Gandy to attend their next meeting to discuss what specific information the lighting plan would provide. Karen Capps reported on the HGAC TIP grant status and advised to consider other grant opportunities which were discussed. S. Financial report Karen Capps reported that January sales tax revenue was$41,061 and interest earnings were$570. Expenditures were$1,333 for the monthly staff services agreement. The ending fund balance as of January 31, 2019 was$636,571. 6. Staff updates A report was provided regarding the end of the election lawsuit as the Supreme Court denied rehearing the case. Karen Capps reported that she received a credit invoice from AT&T in the amount of$37,800 from the utility burial and pole removal project that was done last year. The credit balance will be refunded to the FDEDC account when received. She also reported on a recent tour of DC Stanley Photography's new mixed-use building downtown and two properties opting into the downtown district. 7. Member Comments Ron Cox will provide a report on FDEDC's activities and the Downtown Improvement Plan at KFB's meeting on February 26. 8. Future meeting dates -Due to spring back the next FDEDC Regular Board Meeting will be at the Library on 03/18/2019 at 4 p.m. 9.
