OF THE -CITY OF -FRIENDSWOOD -WHICH - WAS - HELD AT CITY HALL ON JULY 31 , 1989 WITH THE FOLLOWING MEMBERS CONSTITUTING A QUORUM: CHAIRMAN WILLIAM TAYLOR REGULAR .MEMBER DR . TOM SULLIVAN ALTERNATE MEMBER DAVID O'BRIEN,III ALTERNATE MEMBER HOWARD YEAGER ALTERNATE MEMBER ANN TALBOT BUILDING INSPECTOR NICK CAPUANO ASSISTANT TO CITY SECRETARY JANE TOLLETT CHAIRMAN TAYLOR CALLED THE MEETING .
