Statement to the Board of Adjustment concerning the Improvements to the
Valdez House located at 2103 N. Mission Circle, Friendswood, Texas.
This statement is prepared to provide the Board with information that can explain
the need for a variance from the applicable residential setback requirements of
25 feet for the rear yard and 10 feet for the side yard. The structure is an existing
detached garage set to the "accessory structure " setback requirements of 10
feet for the rear yard and 5 feet for the side yard, as shown in the original survey
of the lot which is included as an attachment. The total lot dimensions are 75
feet wide by 105 feet deep from the front. These dimensions would not have
allowed for the placement of the garage with a second floor to fall within the
interior dimension requirement, except if the lot was originally sized to the 90-foot
minimum width for residential lots for the city.
However, given the types of houses built on the surrounding lots and their
relative spacing to the garage, an uncrowded and reasonable distance is
maintained relative to all other structures. A sketch is included to show these
distances. Also, all neighbors adjacent to and across the street from the garage
have no objection and/or approve of the improvements. Signed letters stating
the above have been included along with an initialed Elevation drawing to
indicate a full understanding of the improvements to be made to my property
(including the garage and rear covered patio).
These improvements in no way adversely affect the neighborhood or the city of
Friendswood. These improvements can be considered to be within the intent
and spirit of the ordinance set back requirements, taking into consideration the I
distance from the other surrounding structures. Also, had a minimum lot size
been allocated, the present garage arrangement could have easily been placed
within the requirements. I ask that the Board approve of the variance and these i
property improvements as submitted.

Minutes of the Regular Meeting of the Zoning Board of Adjustment of the City
of Friendswood which was held at City Hall on October 26, 1999 at 7:00 PM
with the following members present constituting a quorum:

Chairman Hal Taylor called the meeting to order at 7:00 p..m. .
Regular member Ron Decker obstained from the agenda item for 2301 N.
Mission Circle.
Chairman Hal Taylor appointed Alternate members Thomas Rives and Marsha
Standridge as regular voting members for this meeting.
Oath of Office: Gary Harris was not reappointed due to his letter of
resignation.
Chairman Taylor, called the hearing to order to receive public input
regarding Henry D. Valdez's request for a variance for property located at
2103 N. Mission Circle, Lot 14, Block 5, Mission Estates Subdivision,
Section 2, Galveston County, Texas, for building a second-story on a one-
story unattached accessory structure (detached garage) with allowed setbacks
of 10, rear and 5' side. City of Friendswood Code, Appendix C-Zoning, f
Section 7.Q.3.
Discussion followed with Henry D. Valdez explaining his request.
Hardship: Substandard lot size.
Hearing no further input the Public Hearing was closed.

Circle, based on a substandard lot size.

Chairman Taylor, called the hearing to order to receive public input
regarding Clara Sandel and Jean M. Gill, 401 Linda Lane, Lot 36, Block 3,
Section 1, Annalea Subdivision, Galveston County, Texas, to construct a one-
story unattached accessory building 10' from exterior side property line and
6' from rear property line instead of the required 20' from exterior side
property line and 10' from the rear property line. Friendswood City Code,
Appendix C-Zoning, Section 7.Q.3.
Discussion followed with Clara Sandel explaining her request.
Hardship: Small lot size.
Jeff Moore, 403 Linda Lane spoke for the request.
Hearing no further input the Public Hearing was closed.
* Ron Decker made a motion to approve the variance at 401 Linda Lane,
based on a substandard lot size.
Seconded by Thomas Rives.
Motion approved unanimously.
* Marsha Standridge made a motion to approve the minutes from the September
28, 1999 meeting.
Seconded by Ron Decker.
