HomeMy WebLinkAboutZBOA Decisions 08/24/1982-Sunset & FM528 / y General Homes : City of Friendswood Friendswood, Texas Attn: Bobbi Henry, City Secretary RE: Request to be on the agenda for the board of adjustment meeting Dear Bobbi: As per City Council meeting of June 28, 1982, it is. my understanding that the City of Friendswood had granted General Homes temporary sign location variances due to the hardship created on Sunset. The City Council at that time stated that if we could find locations to place these "temporary signs" that it would be OK, and we would be granted the variances. One location at Sunset and FM 528 had been approved by Tmm N,anison (see attached letter) on a "tempora- y basis". The other locations that have not been approved yet are FM 528 and FM 518 -and FM 518 and FM 2351 for a "temporary sign". If this information is not accurate, please let me }mow what procedure to follow to obtain proper variance on these locations. Box 148 Friendswood, Texas 77546 Attn: Tom Manison Owner, Director Dear Tom, General Homes agrees to install and maintain a Wilderness Trails Directional sign (size to be determined by City of Friendswood) at the intersection of FM 528 and Sunset in accordance to the variance granted by the City of Friendswood, July 6, 1982. Upon re-opening of Sunset, General Homes agrees to re-paint the sign face to "Camp Manson" and Ingo, spec's (attachment) and transfer all liability and responsibility for said sign and maintenance thereof to Camp Manison. Henry DATE: August 13 ; 1982 SUBJECT: GENERAL HOMES SIGN ON FM 528 On August 2 , Dan Clerico of General Homes handed me the attached letter requesting a hearing before the Board of Adjustment for a temporary sign he has placed on Tom Manison' s property directing traffic to Wilderness Trails necessitated by street and bridge work being done by the City. _ Unable to find the section of the Sign Ordinance under which his appeal was being made , I called the attorney. He said there is no provision for placing any kind of sign except on the subject property, but since the Board has already granted a variance to General Homes to place signs at either end of Sunset directing the public to this subdivision , then he saw no reason why they should not also consider this request. He , reiterated, however, that none of these signs are provided for in the . ordinance. In the meantime, Dr. Jones had come in to register a complaint about the temporary sign stating that because of the hardship caused by the city' s street work he felt the directional sign was probably justified, but he insisted that the situation should follow procedure and be approved by the Board of Adjust- ment. j I called Clerico and asked him to come in and fill out a formal application and pay the fee required for a hearing. Copy of deed restrictions-;if same exists:`_"`; (NOTE: Items 2 nd 3 may be availabl'e, in City files) FEE PAID �s',��. /� g� SIGNS DATE OF REQUEST ►mow V ` a7, / MINUTES OF A MEETING OF THE FRIENDSWOOD ZONING BOARD OF ADJUSTMENT August 24, 1982 A meeting of the Board of Adjustment of the City of Friendswood was held at the City Hall on Tuesday, August 24 , 1982 , at 7 : 00 D.m. with the following members present: Ed Dykes , Chairman Alternates Voting: Pray Nelson Joe Tennison Harold Whitaker Bernice Box With a quorum present, the following business was transacted: ; READING AND APPROVAL OF MINUTES Minutes of May 25, 1982 should be corrected to show Ray Nelson as present and voting. With this change, the minutes are approved. I RON' S CRISPY `RTED CHICKEN - Stewart Edinger Mr. V. L. Jeffard, owner of Ron ' s in Friendswood, is remodeling and improving looks of his restaurant. He proposed two new i signs , building sign to be 67-1/2 square feet and pole sign to be 43-1/2 square feet. The combined sign space of 111 square , feet will not comply with the sign ordinance requirement of 80 square feet. The present signs are 192 square feet and are standing under the "Grandfather Clause" and will have to conform by January 1 , 1987'. i MOTION: (Box) To grant a variance for the new smaller signs with a time limit until January 'l, 1987 , at i which time all signs in Friendswood are to comply with the Sign Ordinance 323 adopted 1-22-79 . Second: Nelson Vote: FOR (5 ) AGAINST: None MOTION CARRIED GENERAL HOMES SIGN AT FM 518 AND SUNSET Dan Clerico is requesting permission to locate a sign at FM 518 and Sunset on Tom Manison' s property. This is to be a temporary sign for the subdivision known as Wilderness Trail. Construe; Lion work on the Sunset bridge has created a hardship on buyers finding the subdivision. Tom Manison granted permission for -the sign to be placed on his property. The City Council had no objection to the sign but had no authority to issue a permit. General Homes erected the sign and a citizen made a complaint. Mr. Clerico is now requesting a variance. The size of the sign is in accordance with the ordinance. MOTION: (Nelson) To allow the sign at FM 518 and Sunset to stand until traffic is flowing as the bridge on Sunset is open to thru traffic , at which time the sign is to be removed or a sign permit for new use is applied for by the owner of the sign. Second: Box Vote: FOR ( 5) AGAINST: None MOTION CARRIED Copies of these minutes are to be sent to each member and alternate on the Board, to Stewart Edinger, and to Dan Clerico.
