1.CALL TO ORDER
MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING
COMMISSION THAT WAS HELD ON THURSDAY, JANUARY 13, 2022, AT 07:01 PM 910 S.

2.Communication from the public/committee liaisons
In order to comply with provisions of the Open Meetings Act, the Commission may not deliberate on
subjects discussed under this agenda item. However, the Commission may direct such subjects to be
placed on a later regular Commission agenda for discussion and/or possible action.
3.Consent Agenda
No public comments.
These items are considered routine or ministerial in nature and will be enacted with one motion. There will
be no separate discussion of items unless a commissioner so requests, in which case the item will be
removed from the consent agenda and considered separately.
A. Consider the minutes for the regular meeting held on Thursday, December 9, 2021.
**Commissioner Tom Hinckley moved to approve the minutes for the regular meeting held on
Thursday, December 9, 2021. Seconded by Vice-Chairman Richard Sasson. The motion was
approved unanimously.
4.Action Items
According to the Planning and Zoning Rules of Procedure (R2019-15), all action of the Commission shall
be made by an affirmative vote of four (4) or more members of the Commission present at such
Commission meetings.
A.PRELIMINARY PLAT
Consider approving the Preliminary Plat of Joyful Park, a subdivision of 7.643 acres being all of a
7.5765 acre tract and .0622 acres of a called 1.735 acre tract situated in the Beaty, Seale and Forwood
Survey No. 5, A-625, City of Friendswood, Galveston County, Texas.
**Vice-Chairman Richard Sasson moved to approve the Action Items Seconded by Commissioner
Tom Hinckley.
Harbin said the proposed plat is to create a commercial subdivision including two reserves for
commercial and one for a shared detention pond. Sasson asked if the detention reserve should be
labeled as restricted or unrestricted. Harbin confirmed the reserve should be labeled as a restricted
reserve and suggested the commissioners amend their motion.
**Vice-Chairman Richard Sasson moved to amend the motion to include correcting the detention
reserve to restricted. Seconded by Commissioner Tom Hinckley. The motion was approved
unanimously.
B.SITE PLAN
Consider approving the site plan for a building expansion of the City of Friendswood Public
Safety Building located at 1600 Whitaker Drive.
**Commissioner Catherine Koerner moved to approve the site plan for a building expansion of the
City of Friendswood Public Safety Building located at 1600 Whitaker Drive. Seconded by
Commissioner Tom Hinckley. The motion was approved unanimously.
Harbin presented a site plan amendment to expand the Public Safety Building. She said the
additional 9,000 square feet will be used for offices and storage. Harbin also mentioned the
expansion was always part of the long term plan and the architect did a great job making the
elevation look seamless.
5.Discussion Items
A.Discuss possible amendments to Appendix C, Zoning Ordinance, Section 7. J. PUD,
Planned Unit Development, general purpose and description to add criteria to qualify for a
PUD, decrease the allowable change in land use from 25% to 10%, add an expiration of
two years, and add standards for revocation.
Bennett presented a revised ordinance based on comments from the last commission meeting. She
said the changes include reorganizing the general purposes and required criteria to better align with
each other, updating the allowable percentage of administrative change to 10%, and adding a
sentence regarding the use of detention area as open space. Bennett said now that the full
commission has provided input on the PUD ordinance, the next step is to advertise for public
hearings and move forward for city council consideration.
B.Discuss Zoning Ordinance Section 7. P. Permitted Uses, specifically the annual review of
the Permitted Use Table to review and determine if any uses need to be amended.
Harbin explained the commission reviews the Permitted Use Table (PUT) on an annual basis in January. She
said staff makes notes throughout the year for any recurring issues or recommended changes. Harbin said
the one proposed change staff would like to present is to allow breweries and wineries in the Downtown
District (DD).
C.Discuss Appendix B, Subdivisions, Section XV. Variances to review newly established
variance procedures.
Harbin said when the Subdivision Ordinance was rewritten, a section was added for a subdivision
variance process, and she wanted to review the criteria with the commission before they heard their
first case. She explained the notice requirements are the same as for zone changes, which include
a sign on the property, newspaper notice, and property owner notices. Harbin read the criteria
required for the commission to approve a variance request along with criteria that is not used in the
consideration. She said a variance request requires a supermajority vote and can be appealed to
city council within 14 days.
6.Consideration and possible action regarding future Planning and Zoning Commission
meeting dates
A.Consider setting the next Planning and Zoning Commission regular meetings for (i)
Thursday, January 27, 2022 and (ii) Thursday, February 10, 2022.
7.Communications
A.Receive liaison updates, commercial and residential project updates, and City Council
actions and ordinance updates.
Council liaison Hanks said the Charter Review Committee presented several changes that would be
taken to the residents for a vote. Harbin followed up Hanks' report by saying one of the proposed
charter changes is to approve ordinances with one reading from city council instead of two
readings. She said this would greatly reduce the processing time for zone changes.
