Public Hearing
1. The public hearing was called to order at 7:03pm with the following people in attendance:

2. Receive comments, both oral and written regarding:
a. A replat of 503 Clearview Avenue to combine Lot 11 of Empere Chateau and the
adjacent 1.00 acre tract into a single residential lot, the property being 1.964 acres, .964
acres platted in Empere Chateau Section 1, Lot 11 and a called 1.00 acre tract being part of
Lot 1 (1-16), block 10, Friendswood Subdivision, City of Friendswood, Galveston County,
Texas
Harbin explained the homeowner is requesting to combine his current lot with the lot
behind his property and build a new home. She stated the home was flooded during
Hurricane Harvey so they would be demolishing the existing house and building an
elevated home with the detention pond in the rear.
b. A zone classification change located at 2407 W. Parkwood Ave, Suite 108, (being
1,425 square feet), out of 4.2507 acres of land also known as Reserve A in the Sun
Meadow Professional Final Plat out of the Mary Sloan Survey, Abstract 184, and the
G.W. Patterson Survey, Abstract 645, Friendswood, Galveston County, Texas to
change from Community Shopping Center (CSC) to Community Shopping
Center/Specific Use Permit (CSC/SUP) to allow NAICS Use #8131 Religious
Organizations

Harbin said the proposed zone change was for a religious organization to lease. She said
the property is part of a strip center and has adequate parking available.
Donna Winfrey/agent said her client held small services throughout the day with no more
than 10-20 people attending at a time.
3. The public hearing adjourned at 7:07.
Regular Meeting
1. The regular meeting was called to order at 7:07pm with the same people in attendance.
2. Communication from the public/committee liaisons
(To comply with provisions of the Open Meetings Act, the Commission may not deliberate
on subjects discussed under this agenda item. However, the Commission may direct such
subjects be placed on a later regular Commission agenda for discussion and/or possible
action.)
Jennifer Whitley, a resident of Autumn Creek, spoke against the Clear Creek Community
Church as presented. She said the approved Planned Unit Development depicted the church
to look different than what was being presented now. Whitley also spoke she was
concerned with drainage.
Action Items
According to the Planning and Zoning Rules of Procedure (R2010-09), all action of the
Commission shall be made by an affirmative vote of four (4) or more members of the
Commission present at such Commission meetings.
3. Consent agenda
These items are considered routine or ministerial in nature and will be enacted with one
motion. There will be no separate discussion of items unless a commissioner or citizen so
requests in which case the item would be removed from the consent agenda and
considered separately.

Motion to approve: Perry
Second: Lundquist
Vote: 6 to 0 Unanimous Motion Passed
Action Items
According to the Planning and Zoning Rules of Procedure (R2010-09), all action of the
Commission shall be made by an affirmative vote of four (4) or more members of the
Commission present at such Commission meeting.
4. Consideration and possible action regarding a site plan for Clear Creek Community
Church to be located at 3801 FM 528
Chairman Matranga suggested the item remain tabled for further research. He asked if
any Commissioner wished to make a motion otherwise.

6. Consideration and possible action regarding a recommendation to City Council for the

Vote: 5 to 1 Perry Against Motion Passed
Winfrey said the space her clients are currently using is not working for them and are
looking to move. She said the services they hold are not very large. Winfrey explained the
group has a few other locations in the Houston area.
Perry asked if a religious organization would prohibit future alcohol sales in the strip
center. Harbin said the existing tenants with alcohol licenses could remain.
Matranga stated he assumed the property owner is aware of how a religious organization
could impact the property.
Sasson said this location seemed a better fit that the current location.
Banfield said he has the same concern with limiting future restaurants but hoped the
property owner understands the implications. Banfield asked the length of the lease
agreement. Winfrey answered the lease would be for three years with an option to extend.
7. Consideration and possible action regarding future Planning and Zoning Commission
meeting dates
Harbin said the next regular meetings would be August 22nd then September 12th.
8. Communications from the Commission
a. Commissioners – No comments.

b. Council Liaison – Trish Hanks said Council is discussing the upcoming bond election
that includes six propositions. She said there is discussion regarding a Community Center
as well as additions to the Public Safety Building, Fire Department, and Parks. Hanks
stated the other bonds concern drainage and transportation.
c. Staff – Harbin reminded the Commission of the upcoming APA Conference and said
hotel rooms are booking fast. She announced there would be an open meeting at the library
regarding transportation and encouraged the Commissioners to attend. Harbin said the
meeting would be held Wednesday, August 14th between 4pm – 7pm.
Harbin told the Commission that Council passed second readings on 108 Whispering Pines,
110 Whispering Pines, and the Calvary Chapel ordinances.
9. The regular meeting adjourned at 7:35 pm.
