The public hearing was called to order at 7:00pm with the following people in attendance: Chairman Joe Matranga Commissioner Lisa Lundquist Commissioner Marc Perry Commissioner Dick Clark Becky Summers, Development Coordinator Mary Kay Fischer, City Attorney Aubrey Harbin, City Planner/Director of CDD Absent: Banfield, Sasson, Guenther 2. Communication from the public/committee liaisons (To comply with provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects be placed on a later regular Commission agenda for discussion and/or possible action.) a. A zone classification change at 402 E Edgewood Drive, a .3857 acre tract of land out of Lot 21 of the Hoidale and Coffman Subdivision of the Northeast Part of the Perry and Austin League, Abstract 2, according to the map or plat thereof recorded in Volume 215, Page 394 of the County Clerk’s Records of Galveston County, Friendswood, Galveston County, Texas, to change from Planned Unit Development/Specific Use Permit (PUD/SUP) 2015-26 to a revised Planned Unit Development/Specific Use Permit (PUD/SUP) to add NAICS Use # 8121 Personal Care Services Harbin explained the property currently has a Specific Use Permit that has been amended several times over the years. She said the PUD/SUP zoning is how the City use to do it in the 80s-90s. The current request is to allow a nail salon. David Offenburger/owner stated he would like to allow a nail salon as a tenant. A zone classification change at 103, 105 and 107 Shadwell Lane, Winding Hollow Subdivision – Lots 1, 2 and 3, a .981 acre tract being a replat of a part of Lot 1, Block 6, Friendswood Subdivision, in the Sarah McKissick or J.R. Williams League, according to the map of record in Volume 238, Page 14, in the office of the County Clerk of Galveston County, Friendswood, Galveston County, Texas, to change from Planned Unit Development (PUD) (2016-01) to revised Planned Unit Development (PUD) Harbin said the property is currently zoned Planned Unit Development which is an ordinance written specifically for that property. She said one of the buildings were damaged in Hurricane Harvey and later demolished. Harbin stated the new building elevations would be included in the ordinance. She also mentioned there is an existing license agreement between the property owner and the City to utilize parking on Shadwell Lane. c. A zone classification change at the property located along the future Friendswood Lakes Boulevard between West Ranch and Friendswood Lakes Subdivisions, consisting of a 96.944 acre tract, being all of a called 97 acre tract in the Mary Fabreau Survey, Abstract No. 69 in Galveston County, Friendswood, Texas, to change from Planned Unit Development (PUD) 2019-11 and Single Family Residential (SFR) for a residential development, “Avalon at Friendswood” to a revised Planned Unit Development (PUD) Application was withdrawn. 3. The public hearing adjourned at 7:07 pm. Regular Meeting 1. The regular meeting was called to order at 7:07 pm with the same people in attendance. 2. Bill Dalton explained his group withdrew the Avalon PUD application because they are now designing both sides of the lake and will be presenting a different plan next month. Sally Branson said she loved being the primary Council liaison but will now be the back-up liaison to the Commission. She said the Commission would be in good hands with Trish Hanks. Action Items According to the Planning and Zoning Rules of Procedure (R2010-09), all action of the Commission shall be made by an affirmative vote of four (4) or more members of the Commission present at such Commission meetings. 3. Consent agenda 3 July 11, 2019 P & Z Meeting These items are considered routine or ministerial in nature and will be enacted with one motion. There will be no separate discussion of items unless a commissioner or citizen so requests in which case the item would be removed from the consent agenda and considered separately. A. Minutes from June 13, 2019 regular meeting Motion to approve: Lundquist Second: Clark Vote: 4 to 0 Unanimous Motion Passed Action Items According to the Planning and Zoning Rules of Procedure (R2010-09), all action of the Commission shall be made by an affirmative vote of four (4) or more members of the Commission present at such Commission meeting. 4. Consideration and possible action regarding a one-time, six-month site plan extension for Ranch Express to be located at 2210 S. Friendswood Drive Motion to approve: Perry Second: Lundquist Vote: 4 to 0 Unanimous Motion Passed Harbin explained the Commission had originally approved the site plan last year and the owner hit some unforeseen setbacks. She stated the store is ready to start building now. 5. Consideration and possible action regarding a recommendation to City Council for the requested zone classification change at 402 E Edgewood Drive, a .3857 acre tract of land out of Lot 21 of the Hoidale and Coffman Subdivision of the Northeast Part of the Perry and Austin League, Abstract 2, according to the map or plat thereof recorded in Volume 215, Page 394 of the County Clerk’s Records of Galveston County, Friendswood, Galveston County, Texas, to change from Planned Unit Development/Specific Use Permit (PUD/SUP) 2015-26 to a revised Planned Unit Development/Specific Use Permit (PUD/SUP) to add NAICS Use # 8121 Personal Care Services Motion to approve: Lundquist Second: Clark Vote: 4 to 0 Unanimous Motion Passed Harbin said the owner is not proposing any exterior changes. Lundquist said the use would fit with the area. Matranga asked if there are other personal care services in the area. Harbin said Bergamos Day Spa, a hair salon, and others were located on FM 2351, as well. 6. Consideration and possible action regarding a recommendation to City Council for the requested zone classification change at 103, 105 and 107 Shadwell Lane, Winding Hollow Subdivision – Lots 1, 2 and 3, a .981 acre tract being a replat of a part of Lot 1, Block 6, Friendswood Subdivision, in the Sarah McKissick or J.R. Harbin explained there is not any room. Lundquist said the park has walking trails within. Matranga inquired about the license agreement. Harbin stated Chillin’ Time started the parking trend and it has continued with the current owner. Lundquist asked if all three buildings flooded. Adam Hill/applicant answered the other two buildings had 18-inches of water but this proposed building will be elevated. 7. Consideration and possible action regarding a recommendation to City Council for the requested zone classification change at the property located along the future Friendswood Lakes Boulevard between West Ranch and Friendswood Lakes Subdivisions, consisting of a 96.944 acre tract, being all of a called 97 acre tract in the Mary Fabreau Survey, Abstract No. 69 in Galveston County, Friendswood, Texas, to change from Planned Unit Development (PUD) 2019-11 and Single Family Residential (SFR) for a residential development, “Avalon at Friendswood” to a revised Planned Unit Development (PUD) No Action – application withdrawn. 8. Consideration and possible action regarding future Planning and Zoning Commission meeting dates Harbin said the next regular meetings would be July 25th and August 8th. 9. Communications from the Commission a. Commissioners – Perry said the Galveston County Consolidated Drainage District was discussing maintenance at the Virgata Commons detention pond. Harbin said Virgata Commons has set up a Property Owner Association to address the pond. She also said GCCDD met onsite with the Virgata Commons owners today. b. Council Liaison – Trish Hanks introduced herself as happy to be the new Council liaison. c. Staff – Harbin said the May/June DRC Report has been sent out. Summers announced the ordinance changes worked on by the subcommittee, then the full Commission, helped upgrade the Scenic City Certification from Bronze level to Platinum level. 5 July 11, 2019 P & Z Meeting 10.
