Regular Meeting
1. The Regular Meeting was called to order at 7:00pm with the following people in
attendance:
Vice-Chairman Brett Banfield Commissioner Richard Sasson
Commissioner Joe Matranga Commissioner Eric Guenther
Becky Summers, Development Coordinator Mary Kay Fischer, City Attorney
Aubrey Harbin, City Planner/Dep. Dir. of CDD
Absent: Neel, Clark, Lawson
2. Communication from the public/committee liaisons
(To comply with the provisions of the Open Meetings Act, the Commission may not
deliberate on subjects discussed under this agenda item. However, the Commission may
direct such subjects to be placed on a later regular Commission agenda for discussion
and/or possible action.)
None
3. Consent agenda
These items are considered routine or ministerial in nature and will be enacted with one
motion. There will be no separate discussion of items unless a commissioner or citizen so
requests in which case the item would be removed from the consent agenda and
considered separately.

According to the Planning and Zoning Rules of Procedure (R2010-09), all action of the
Commission shall be made by an affirmative vote of four (4) or more members of the
Commission present at such Commission meetings.
4. Consideration and possible action regarding the Major Thoroughfare Plan (R2004-07)
Motion to discuss: Guenther
Second: Sasson
Harbin explained Mr. Rucker had approached the Community and Economic Development
Committee (CEDC), Planning and Zoning Commission, and City Council to abandon the
proposed Blackhawk Blvd. extension. She said the Planning Department mailed courtesy
notices to 25 property owners adjacent and nearby to the proposed right-of-way inviting
them to participate in the discussion tonight. Harbin said other proposed changes to the
Major Thoroughfare Plan included updating the roads that had been constructed such as
West Blvd. and Falcon Ridge Blvd. plus adding newer developments such as Friendswood
Trails.
Greg Crinion/attorney for property owner James Gerland, said his client had sent a letter of
support to the City and wanted to confirm the Commission was made aware of Mr.
Gerland’s support.
Nick Deutsch/Benzi Development voiced his support of the abandonment, as well.
Matranga and Sasson were both satisfied the affected property owners had a chance to
voice their opinions.
Banfield said the Commission would work shop the item on Monday, February 5th with
City Council then vote on a formal recommendation at the next regular meeting of the
Commission.
5. Consideration and possible action regarding future Planning and Zoning Commission
meeting dates
Harbin said a Work Session would be held on February 5, 2018 beginning at 5:00pm with
City Council to discuss the Major Thorough Plan. She said the next regular meeting
would be February 15, 2018.
6. Communications from
a. Commissioners – Sasson said he attended the FISD meeting and it was very long and
that those volunteers and employees work very hard.
b. Planning Subcommittee Update – Banfield said the Subcommittee had been working on
updating the Major Thoroughfare Plan as discussed earlier.
c. Ordinance Subcommittee Update – Summers said the Subcommittee received their first
draft of the Zoning Ordinance rewrite.
d. Council liaison - Not present.

7. The meeting was adjourned at 7:12pm.
