Joint Public Hearing
1. The Public Hearing was called to order at 7:03pm with the following people in attendance:

2. Receive comments from the public, both oral and written, regarding:
a. Request to amend SUP #86-14 to: (1) clarify NAICS use #623312 Assisted
Living Facilities for the Elderly (without on-site nursing) for the previously
approved “Retirement Home for the Ambulatory Elderly” use; and (2)
amend the site plan for 400 E. Parkwood Ave. Friendswood Retirement
Living Center (plat). The subject site is described as being a 13.3288 acre tract
of land out of Lots 3 thru 6, Block 8 of the Antoinette Voss Subdivision as
recorded in Volume 254-A, Page 9 of Galveston County Clerk’s Records and also
being a portion of the Replat of “The Park” as recorded in Plat Book 17, Maps 85-
86, Galveston County Plat Records, located in the Sarah McKissick League
Survey Abstract 151, Friendswood, Galveston County, Texas
No public comments.
Harbin explained the application was to add another building to the existing Village on
the Park facility located on FM 528. She said the façade would match the pre-existing
buildings. Harbin stated a similar request had been approved in 2012 for the same
property but had since expired.
3. The Joint Public Hearing adjourned at 7:05pm.

1. The Regular Meeting was called to order at 7:07pm with the same people in attendance
minus the City Attorney.
2. Communication from the public/committee liaisons
(To comply with the provisions of the Open Meetings Act, the Commission may not
deliberate on subjects discussed under this agenda item. However, the Commission may
direct such subjects to be placed on a later regular Commission agenda for discussion
and/or possible action.)
Skip Evans/CEDC said their committee was concerned with charitable based businesses
expanding. He said the expansion of such properties increased the burden on City services
but provided no benefit to the City financially.

Harbin said the original Specific Use Permit was approved in 1986 to allow the
retirement facility. She said an amendment to allow an additional two-story building had
been approved in 2012 but was never built and the property was sold to the current
owner. The SUP amendment has since expired and the new owner would like to build an
additional one-story building. Harbin spoke regarding the concerns of CEDC and stated
the Planning and Zoning Commission must stay focused on zoning related issues.
Trey Kitchen/owner said his company acquired the property along with several others in
a portfolio purchase May 2016. He explained they had hired the same architect that
processed the 2012 amendment to assist. Kitchen confirmed the owner is a 501C3 based
in Lakeway, Texas.
Annan asked Evans if this property was part of the 528 Strategy area to which Evans
confirmed it was and said CEDC was concerned the City is losing property taxes because
the owner is a non-profit company. Chairman Lovell said an owner’s tax status is not
something the Commission could discuss. Annan said when a project concerns prime
commercial property, he thinks it is important.

Sasson asked if the application met all requirements. Harbin stated it did and read the
criteria for a Specific Use Permit aloud.
Annan questioned the Chairman why an increase in City services could not be
considered. Chairman Lovell explained City finances were not in the purview of the
Commission.
Annan motioned to table the item.
4. Consideration and possible action regarding future Planning and Zoning Commission
meeting dates
Harbin said the next regular meeting would be held Thursday, March 23rd at 7:00pm.
5. Communications from the Commission
Lovell said the Friends of Downtown Friendswood had a great event over the weekend,
the 2nd annual Texas Music Festival. Lovell said he would be forming two
subcommittees: one to handle Planning and one to handle ordinances. He said the
Commission would also begin having scheduled Workshops so they could have open
dialogue.
6. Communications from
a. Staff – Harbin said Staff was currently working on updates to the Design Criteria
Manual. She said the Commission would be given a courtesy review of the manual, as
well.
7. The meeting was adjourned at 7:30pm.
