The Regular Meeting was called to order at 7:00pm with the following people in attendance: Chairman Rhonda Neel Commissioner Walter Lawson Commissioner Richard Sasson Commissioner Joe Matranga Commissioner Dick Clark Mary Kay Fischer, City Attorney Becky Summers, Development Coordinator Aubrey Harbin, City Planner/Dep. Dir. of CDD Absent: Banfield, Guenther 2. Communication from the public/committee liaisons (To comply with the provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects to be placed on a later regular Commission agenda for discussion and/or possible action.) None 3. Consent agenda These items are considered routine or ministerial in nature and will be enacted with one motion. There will be no separate discussion of items unless a commissioner or citizen so requests in which case the item would be removed from the consent agenda and considered separately. a. Replat of Reserves B, C1, and C2 Fountains at Friendswood Motion to approve: Sasson Second: Matranga Vote: 5 to 0 Unanimous Motion passed MINUTES OF A REGULAR MEETING HELD THURSDAY, NOVEMBER 16, 2017 AT 7:00 PM CITY HALL COUNCIL CHAMBERS 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 November 16, 2017 P & Z Meeting Action Items According to the Planning and Zoning Rules of Procedure (R2010-09), all action of the Commission shall be made by an affirmative vote of four (4) or more members of the Commission present at such Commission meetings. 4. Consideration and possible action regarding the Preliminary Plat of Arbor Gate at West Ranch Pond Reserve, a subdivision of 27.70 acres of land located in the John Dickinson Survey, Abstract No. 9 City of Friendswood, Galveston County, Texas, and being a portion of Lots 77-86, 102-104 of the Slone Subdivision, a subdivision plat filed for record under Volume 3, Page 61A (Volume 254A, pg. 6) of the Galveston County Map Records (GCMR) said lots also being described in instruments filed for record under Clerk’s File 2011013808 and 2008021030 of the Official Public Records of Real Property of Galveston County, Texas Motion to approve: Clark Second: Matranga Vote: 5 to 0 Unanimous Motion passed Harbin explained the pond had been under construction since the beginning of the West Ranch Development and just needed to be platted. 5. Consideration and possible action regarding future Planning and Zoning Commission meeting dates Harbin said the next regular meeting would be December 7th. She said the meeting on December 21st could possibly be cancelled if no items were up for consideration. 6. Communications from a. Commissioners – None b. Council liaison – Councilman Hill said a street project on San Miguel had been completed and was paid for out of the City’s budget, not bond money. Hill said the demolition of Fire Station 1 had been completed also. He said he hated to see the old station go but the building was in bad repair. c. Staff – Harbin stated the DRC Report was minimal since the past month was slow for development meetings. 7. The meeting was adjourned at 7:05pm. Work Session 1. The Work Session was called to order at 7:09pm with the same people in attendance plus a citizen. 2. Training Session 3: Discussion and presentation on City of Friendswood Zoning Ordinance (Appendix C of Code of Ordinances) 3 November 16, 2017 P & Z Meeting 3. The Work Session adjourned at 8:19pm.
