The Regular Meeting was called to order at 7:00pm with the following people in attendance: Chairman David O’Farrell Commissioner Richard Sasson Commissioner Sally Branson Commissioner Rhonda Neel Commissioner Tony Annan Commissioner Craig Lovell Aubrey Harbin, City Planner Becky Summers, Development Coordinator Absent: Borghese; Polanco 2. Communication from the public/committee liaisons (To comply with the provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects to be placed on a later regular Commission agenda for discussion and/or possible action.) None 3. Consent agenda: a. Final Plat of Jeter Memorial Funeral Home Motion: Neel Second: Branson Vote: 6 to 0 Unanimous Motion passed MINUTES OF A REGULAR MEETING HELD THURSDAY, JANUARY 19, 2017 AT 7:00 PM CITY HALL COUNCIL CHAMBERS 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 January 19, 2017 P & Z Meeting 4. Consideration and possible action regarding a recommendation to change Chapter 54 Section 54-95 Maximum permissible sound levels (a)(1)b. Residential during night time hours from 58 dB to 55 dB Motion to remove from table: Lovell Second: Branson Vote: 6 to 0 Unanimous Motion passed Motion to approve: Branson Second: Neel Vote: 0 to 6 Unanimous Motion failed Lovell presented removing the decibel decrease and bringing the proposed large retail ordinance before City Council for approval. He said the requirement to add a noise mitigation plan would ensure applicants were in compliance with the existing noise ordinance. 5. Consideration and possible action regarding updates to the Zoning Ordinance Section 7. P. Permitted Uses, specifically the annual review of the Permitted Use Table and to receive staff report regarding revised NAICS Codes Motion to discuss: Branson Second: Annan Harbin explained staff reviews the NAICS codes when they are updated every five years. She said none of the recent NAICS changes impacted the City’s Permitted Use Table. Harbin did mention there was a reference to the 1997 NAICS codes which would be changed to read “current” when the zoning ordinance rewrite took place. 6. Consideration and possible action regarding future Planning and Zoning Commission meeting dates Harbin reminded the Commission about the retreat being held Saturday, January 21st from 8:30am to 12:00pm at the Library. February 2 – regular meeting – Parks Master Plan presentation by James Toney February 6 – workshop with Council (4:30/5); JPH with Council (7:00pm) February 16 – regular meeting – CIP presentation by Patrick Donart 7. Communications from the Commission Sasson reported CEDC had not met since his last update. He said he presented a proposal to the FDEDC regarding burying utility lines along the Downtown District area. Lovell said the Library held a grand opening in December and their visitation statistics have begun to climb. Branson announced she is running for City Council. O’Farrell announced he is also running for City Council. 3 January 19, 2017 P & Z Meeting Councilman Rockey said several replacements, in anticipation of vacancies on the Commission, have been invited to the upcoming retreat. 8.
