The Joint Public Hearing was called to order at 7:27pm with the following people in attendance: Chairman David O’Farrell Commissioner Craig Lovell Commissioner Sally Branson Commissioner Rhonda Neel Commissioner Tony Annan Aubrey Harbin, City Planner Becky Summers, Development Coordinator Arnold Polanco, City Attorney Absent: Borghese 2. Receive comments from the public, both oral and written, regarding: a. A request to vacate a 30-foot access easement located at the future Arbor Gate at West Ranch Section 3, a 30’ by 809.67’ tract of land (24,195’ sq.) being part of a 30’ easement to be abandoned, located within lots 121, 122, 123, 124, 139, 140, 141, and 142 of Sloan Subdivision, a subdivision recorded in Volume 3, Page 61A (Volume 245A, Pg. 6) of the Map Records of Galveston County, Texas. Staff Presentation – Harbin explained the 30’ access easement was used for the City to access a lift station but was no longer needed since West Boulevard had been completed. She stated the easement needed to be vacated prior to recording the plat for Arbor Gate at West Ranch section 3. Public Comments - None 3. The Joint Public Hearing adjourned at 7:28pm. Regular Meeting - (2nd Floor Conference Room) 1. The Regular Meeting was called to order at 7:30pm with the same people in attendance minus the City Attorney. Communication from the public/committee liaisons (To comply with the provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects to be placed on a later regular Commission agenda for discussion and/or possible action.) None 3. Consent Agenda A. Approval of the minutes for the meeting held: 1) May 19, 2016 Motion to approve: Branson Second: Lovell Vote: 5 to 0 (unanimous) Motion Carried 4. Motion to approve: Branson Second: Lovell Vote: 5 to 0 (unanimous) Motion Carried Annan asked if the easement originally went to Sierra Madre Drive to which Harbin said the easement was dedicated to the City on top of an old roadway. 5. Consideration and possible action regarding future Planning and Zoning Commission meeting dates Harbin stated the next regular meeting would be held Thursday, June 16th. 6. Communications from the Commission O’Farrell announced a new Commissioner was being presented for City Council’s approval tonight. Neel said at the Keep Friendswood Beautiful meeting, an Eagle Scout project was discussed for Old City Park and putting in a dog park. Lovell said the Library Board met and discussed a drop in participation which was expected due to the current level of construction happening. He said the Library staff was doing their very best to keep the doors open. Lovell said the CEDC talked about a new broker is being sought for the Whitcomb Property. 3 June 6, 2016 P & Z Meeting Annan said he just returned from Costa Rica and was very pleased with the trip. Branson attended the FISD meeting and said they are in need of new students. She said the Friendswood Trails PUD would be helpful for enrollment. Branson also said graduation went very well. O’Farrell mentioned an article in the Houston Chronicle commending Friendswood schools. 7. Reports A. Council Liaison – not present B. Staff – Harbin said the May DRC report had been sent out. She notified the Commission of a denied variance at the last ZBOA meeting. Harbin said City Attorney Polanco would be out of the country for most of June and that may delay some of the upcoming ordinances. 8. The meeting was adjourned at 7:44pm.
