The Regular Meeting was called to order at 7:00pm with the following people in attendance: Chairman David O’Farrell Commissioner Craig Lovell Commissioner Rhonda Neel Commissioner Rich Borghese Commissioner Tony Annan Becky Summers, Dev. Coordinator Aubrey Harbin, City Planner Absent: Branson, Sasson 2. Communication from the public/committee liaisons (To comply with the provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects to be placed on a later regular Commission agenda for discussion and/or possible action.) None 3. Consent Agenda A. Approval of the minutes for the meeting held: 1) November 7, 2016 Motion to Approve: Lovell Second: Borghese Vote: 5 to 0 (unanimous) Motion Carried 4. Consideration and possible action regarding the Preliminary Plat of Sterling Creek Section 3 (a private subdivision) being 24.9922 acres of land out of a called 194.21 acre tract of land known as Tract A and being recorded in Clerk’s file No. 2010059686, comprised of a portion of Lot 14 and All of Lots 15 and 16 of the David Fahey Subdivision recorded in Vol. 118, Pg. 417 and being situated in the Mary Fabreau MINUTES OF A REGULAR MEETING HELD THURSDAY, NOVEMBER 17, 2016 AT 7:00 PM CITY HALL COUNCIL CHAMBERS 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 November 17, 2016 P & Z Meeting Survey, A-69, and a Partial Replat of Sterling Creek Section 2, Reserve D, Recorded in Clerk’s file Number 2016021773 Motion to approve: Lovell Second: Neel Vote: 5 to 0 (Unanimous) Motion Carried Adam Hill/developer said he reduced the number of total lots between sections 2 and 3 to be only 75. 5. Consideration and possible action regarding an amendment to Resolution 2010-09 to change the Planning and Zoning Commission meeting dates from 1st and 3rd Thursdays to 2nd and 4th Mondays of each month Motion to discuss: Lovell Second: Neel Nell said she was okay with moving the meeting dates from Thursday to Monday. O’Farrell explained the change was intended to cluster Planning and Zoning meetings on Mondays whether it be for joint public hearings or just regular meetings. Lovell suggested waiting for Commissioners Branson and Sasson to vote on such a change. Harbin stated Branson and Sasson were both in agreement to change the meeting day. She said a Resolution for the change is on Council’s agenda for December 5th. Annan asked what the benefit was to changing meeting days. Harbin explained it should be easier for Commissioners to schedule if meetings always fell on a Monday. She said changing meeting days is just a first step and it was being discussed to hold separate public hearings instead of joint public hearings. Lovell said the changing days and joint public hearings were confusing for applicants. He suggested scaling back agendas in which joint public hearings would be held. Harbin agreed but mentioned some agenda items had time frames, such as final plats, and would need to be placed on agendas accordingly. Motion to approve: Neel Second: Lovell Vote: 3 to 2 (Annan and Borghese against) Motion Failed 6. Consideration and possible action regarding future Planning and Zoning Commission meeting dates Harbin said the next meeting would be a joint public hearing with City Council for a zone change on December 5, 2016. 7. Communications from the Commission O’Farrell said he had Harbin forward an email regarding parking plans for the Montrose area he thought the Commission would enjoy. 3 November 17, 2016 P & Z Meeting 8. Reports A. Council Liaison – Rockey had nothing to report. B. Staff – Harbin told the Commission Happy Thanksgiving. 9. The meeting was adjourned at 7:12 pm.
