The Regular Meeting was called to order at 7:01pm with the following people in attendance: Chairman David O’Farrell Commissioner Craig Lovell Commissioner Sally Branson Commissioner Rhonda Neel Commissioner Tony Annan Commissioner Rich Borghese Aubrey Harbin, City Planner Arnold Polanco, City Attorney Becky Summers, Development Coordinator Absent: Triplette 2. Communication from the public/committee liaisons (To comply with the provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects to be placed on a later regular Commission agenda for discussion and/or possible action.) Gary Caye of the Commercial and Economic Development Committee spoke regarding agenda item 7 to require a Specific Use Permit for large retailers. He said the CEDC does not support the proposal. He said they felt an SUP would deter developers, create a negative impact on land owners trying to sell to large retailers and was anti-business. Mr. Caye further stated the intent was contrary to the Economic Development policy as well as the FM 528 Strategy. Skip Evans/CEDC said the lack of support was a unanimous decision amongst CEDC. He said they felt the Planning and Zoning Commission already had the necessary tools to regulate large retail development standards. 3. Consent Agenda A. Approval of the minutes for the meeting held: 1) January 11, 2016 MINUTES OF A REGULAR MEETING HELD THURSDAY, JANUARY 21, 2016 AT 7:00 PM CITY HALL COUNCIL CHAMBERS 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 January 21, 2016 P & Z Meeting Motion to approve: Branson Second: Lovell Vote: 6 to 0 (unanimous) Motion Carried 4. Consideration and possible action regarding one-time, six-month extensions of the Preliminary Plats of Arbor Gate at West Ranch Sections 2, 5 and 6 Motion to approve: Branson Second: Neel Vote: 6 to 0 (Unanimous) Motion Carried 5. Consideration and possible action regarding the Preliminary Plat of Benzi Development Garage Condominiums, a Subdivision of 10.0064 acres being all of Division “D” of Lot 63, Out of the Upper End of Perry and Austin League, Volume 3, Page 6, H.C.D.R., referred to as the Hoidale and Coffman Subdivision, Abstract No. 55, City of Friendswood, Harris County, Texas Motion to approve: Lovell Second: Neel Vote: 6 to 0 (unanimous) Harbin explained the Commission would be seeing this plat again for final plat. She said the developer will be extending a waterline which will most likely be dedicated as a public line. The developer is also entering into a licensing agreement with the City to install their access drive over existing utilities. 6. Consideration and possible action regarding a recommendation to City Council regarding a Personal Care Facility to be located at 505 N. Clear Creek Dr. (per Zoning Ord. Section 7.P.6.(b)5.) Withdrawn. 7. Consideration and possible action regarding an ordinance amendment and a recommendation to City Council regarding whether or not to require a Specific Use Permit for retail uses 100,000 square feet or larger Chairman O’Farrell said City Council had requested the Commission move post haste and to discuss this item during regular meetings to allow for more public interaction. O’Farrell suggested creating a sub-committee to investigate if a new ordinance was necessary or if existing ordinances addressed the Council’s concerns. O’Farrell appointed Commissions Neel, Branson and Lovell to research the need for Specific Use Permits for large retail uses. 8. Consideration and possible action regarding annual review of the Permitted Use Table (Zoning Ordinance Section 7.P.6.) Harbin stated the NAICS version has not changed so the current version is in use. She said the next update would be in 2017. Harbin said staff had no recommended changes at this 3 January 21, 2016 P & Z Meeting time. She said the Downtown District use changes were already on schedule for Council’s February agenda. 9. Consideration and possible action regarding future Planning and Zoning Commission meeting dates. Harbin said the next meeting would be held February 1st for two Joint Public Hearings. The next meeting after that would be February 18th. 10. Communications from the Commission Branson said the FISD Superintendent Trish Hanks was awarded Educator of the Year by the Sam Houston State University Alumni. 11. Reports A. Council Liaison – None B. Staff – Harbin said the DRC Report would be coming out soon. She said emailed out a flyer if any of the Commissioners wanted to attend training on Parliamentary Procedure. 12. The meeting was adjourned at 7:19pm.
