The Joint Public Hearing was called to order at 7:02pm with the following people in attendance: Chairman David O’Farrell Commissioner Mark McLean Commissioner Sally Branson Commissioner Rich Borghese Commissioner Arthur Triplette Commissioner Craig Lovell Xochytl Greer, City Attorney Aubrey Harbin, City Planner Nick Haby, PIO/Planning Manager Becky Summers, Dev. Coordinator Absent: Nye 1. Receive comments from the public, both oral and written, regarding: A. A zone classification change request for a tract of land consisting of approximately 5.6144 acres, located at 14550 Beamer Rd., in the James F. Perry and Emily M. Austin Survey, Abstract No. 55, Harris County, Texas and being a part of Lot 69, Hoidale Coffman Subdivision recorded in Volume 3, Page 6 of the Harris County Map Records, Friendswood, Texas, (as more fully described herein), from Industrial (“I”) to Industrial/Specific Use Permit (“I/SUP”) for NAICS use #486, “Pipeline Transportation” None 2. The Joint Public Hearing of the Planning & Zoning Commission adjourned at 7:03pm. REGULAR MEETING – 2nd floor conference room 1. The Regular Meeting was called to order at 7:06pm with the same people in attendance. 2. Communication from the public/committee liaisons MINUTES OF A SPECIAL & REGULAR MEETING HELD MONDAY, JULY 13, 2015 AT 7:00 PM CITY HALL COUNCIL CHAMBERS & 2ND FLOOR CONFERENCE ROOM 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 July 13, 2015 P & Z Meeting (To comply with provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects be placed on a later regular Commission agenda for discussion and/or possible action.) None 3. Consent Agenda A. Approval of the minutes for the meeting held: 1) July 2, 2015 Motion to approve: Borghese Second: Triplette Vote: 6/0 Unanimous Motion carried 4. Consideration and possible action regarding a one-time, six-month extension for preliminary plat of Sterling Creek Section Two Motion to approve: McLean Second: Branson Vote: 6/0 Unanimous Motion carried Harbin explained the developer is requesting more time in order to sort out some right-of- way issues. Borghese asked how long a preliminary plat is good for to which Harbin answered six months. 5. Consideration and possible action regarding a zone classification change request for a tract of land consisting of approximately 5.6144 acres, located at 14550 Beamer Rd., in the James F. Austin Survey, Abstract No. 55, Harris County, Texas and being a part of Lot 69, Hoidale Coffman Subdivision recorded in Volume 3, Page 6 of the Harris County Map Records, Friendswood, Texas, (as more fully described herein), from Industrial (“I”) to Industrial/Specific Use Permit (“I/SUP”) for NAICS use #486, “Pipeline Transportation” Motion to approve: McLean Second: Borghese Vote: 5/1 Lovell Motion carried Charlie Buntyn/Ergon Texas Pipeline stated the facility had existed since the 1930s and was recently purchased from Exxon. Ergon would like to remove the existing tanks and upgrade the facility. Buntyn stated they had already rerouted a line off a neighboring tract. Commissioner Lovell questioned what time of perimeter safety was in place or being proposed. Mr. Buntyn stated the EPA has very specific guidelines and the facility will be in compliance. He explained the calculations used involved adding the tank volume to the volume of a 100-year flood event, in case of rupture. Lovell then asked Staff what capability the City had for emergency response, such as HAZMAT. Haby said the City has plans in place as well as interlocal agreements with neighboring cities. Terry Byrd, Fire Marshal, was asked for an opinion by Staff. He said 3 July 13, 2015 P & Z Meeting there are several Mutual Aid Agreements in place, and that Harris County had a HAZMAT team. 6. Consideration and possible action regarding a final plat of Bergamos Wellness Center a subdivision of 1.446 acres of land, being out of Lot 4, Block 9 of Friendswood Subdivision, a subdivision of record in Volume 7, Page 20 (formerly Volume 254A, Page 18) of the Galveston County Deed Records, located in the Sarah McKissick League, A-151, City of Friendswood, Galveston County, Texas Motion to approve subject to compliance with staff comments: Branson Second: Borghese Vote: 6/0 Unanimous Motion carried 7. Consideration and possible action regarding future Planning and Zoning Commission meeting dates. Motion to combine August 6th meeting with August 3rd meeting: Borghese Second: Lovell Vote: 6/0 Unanimous Motion carried Harbin stated there is a pending Joint Public Hearing item for August 3rd. Branson said she will be unavailable both the 3rd and the 6th 9. Communications from the Commission Lovell said he voted against the pipeline zone change because the City’s safety plan was unclear. Borghese mentioned the applicant is proposing to upgrade an existing facility. O’Farrell suggested adding “safety concerns” to the upcoming Bus Tour. McLean told the Commission “it’s been fun” and a pleasure to work with the Commission and City Staff. The Commissioners took turns thanking McLean for his service and contribution to the Commission over the years. 10. Reports A. Council Liaison – not present B. Staff - Harbin thanked Commissioner McLean for his volunteer work on the Commission, presented him with a plaque and announced there will be cake and refreshments following the meeting. 11.
