The Regular Meeting was called to order at 7:00pm with the following people in attendance: Chairman Mark McLean Vice Chairman David O’Farrell Commissioner Arthur Triplette Commissioner Sally Branson Commissioner Craig Lovell Arnold Polanca, City Attorney Aubrey Harbin, City Planner Nick Haby, PIO/Planning Manager Becky Summers, Dev. Coordinator Absent: Nye, Borghese 2. Communication from the public/committee liaisons (To comply with provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects be placed on a later regular Commission agenda for discussion and/or possible action.) None 3. Consent Agenda A. Approval of the minutes for the meeting held: 1) February 19, 3015 Motion to approve: Branson Second: O’Farrell Vote: 5/0 Unanimous Motion carried 4. Consideration and possible action regarding the Final Plat of Seminole Haven being a subdivision of 5.588 acres of land being all of a tract of land described under Galveston County Clerk’s file No. 93-16272 R. Hoppel Survey, A-83 City of Friendswood, Galveston County, Texas MINUTES OF A REGULAR MEETING HELD THURSDAY, MARCH 5, 2015 AT 7:00 PM CITY HALL COUNCIL CHAMBERS 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 March 5, 2015 P & Z Meeting Motion to approve subject to compliance with staff comments: O’Farrell Second: Branson Vote: 5/0 Unanimous Motion carried Harbin said the applicant wished to subdivide a lot on Wilderness Trail. The existing house will keep 2.99 acres and a new home was planned for the second tract. McLean asked if the plat was a short form final plat to which Harbin stated it was. She said the lots have existing right-of-ways and available utilities; no easements required. 5. Consideration and possible action regarding a zone classification change request at 3801 FM 528 (also known as the Whitcomb Property), a tract of land containing 135.778 acres out of the Sarah McKissick Survey, Harris County, to change from Planned Unit Development (Ordinance No. 2004-13 and Ordinance No. 2005-34) to Planned Unit Development (new) Motion to take off table: Lovell Second: Branson Vote: 5/0 Unanimous Motion carried Motion to table: Branson Second: O’Farrell Vote: 5/0 Unanimous Motion Carried The item was removed from the table and a Closed Executive Session was convened. Upon return from Executive Session, there was a motion to table the item. 6. CLOSED EXECUTIVE SESSION – (Executive Conference Room adjacent to Council Chambers The Commission will convene into Executive Session in accordance with the Texas Government Code, pursuant to Section 551.071 – “Consultation with Attorney” to discuss legal issues in relation to the Fair Housing Act The Commission went into Executive Session at 7:06pm. The Commission returned from Executive Session at 7:33pm. 7. Consideration and possible action regarding future Planning and Zoning Commission meeting dates. Harbin said the next regular meeting will be on March 19, 2015 at 7:00pm. 8. Communications from the Commission Commissioner O’Farrell said he delivered the annual report at the last City Council meeting. He said the Council sends their appreciation. Chairman McLean encouraged all the Commissioners to attend the upcoming meeting on March 19th. 3 March 5, 2015 P & Z Meeting 9. Reports A. Council Liaison – Councilman Rockey said he attended the State of the City Address and was impressed with the amount of commercial and capital projects that happened last year. He told the Commission their contribution was appreciated. He also said Keep Friendswood Beautiful had been awarded $210,000. B. Staff - None 10.
