The Public Hearing was called to order at 7:00pm with the following people in attendance: Chairman David O’Farrell Commissioner Craig Lovell Commissioner Sally Branson Commissioner Rich Borghese Aubrey Harbin, City Planner Arnold Polanco, City Attorney Becky Summers, Development Coordinator Absent: Neel, Annan, Triplette 2. Receive comments both oral and written regarding the Partial Replat of Lots 3 and 4 Leisure Lane, 1.999 acres being the NE ½ of Lot 3 and the SW ½ of Lot 4 of Leisure Lane Subdivision situated in the Antoinette Voss Subdivision, in the J.R. Williams or Sarah McKissick League, City of Friendswood, Galveston County, Texas None 3. The Public Hearing adjourned at 7:01pm. Regular Meeting 1. The Regular Meeting was called to order at 7:01pm with the same people in attendance. 2. Communication from the public/committee liaisons (To comply with the provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects to be placed on a later regular Commission agenda for discussion and/or possible action.) None 3. Consent Agenda MINUTES OF A REGULAR MEETING HELD THURSDAY, DECEMBER 3, 2015 AT 7:00 PM CITY HALL COUNCIL CHAMBERS 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 December 3, 2015 P & Z Meeting A. Approval of the minutes for the meeting held: 1) November 19, 2015 Motion to approve: Lovell Second: Branson Vote: 4 to 0 (unanimous) Motion Carried 4. Update from staff regarding duties and responsibilities of the Planning and Zoning Commission. Postponed until the full Commission is present. 5. Consideration and possible action regarding the Partial Replat of Lots 3 and 4 Leisure Lane, 1.999 acres being the NE ½ of Lot 3 and the SW ½ of Lot 4 of Leisure Lane Subdivision situated in the Antoinette Voss Subdivision, in the J.R. Williams or Sarah McKissick League, City of Friendswood, Galveston County, Texas Motion to approve: Lovell Second: Borghese Vote: 4 to 0 (unanimous) Harbin explained this was a replat of a two-acre residential tract into two one-acre residential tracts. She said the owners sold off one acre by metes and bounds; the replat was to make the new configuration official. 6. Discussion and possible action regarding the Preliminary Plat of Friendswood Complex, a tract of 1.666 acres of land, Lot 2 and 3, in the Harvey and Stout Subdivision, of Lots 6, 7, and 8 inclusive, in Block 2 of Friendswood Subdivision, Galveston County, Texas Motion to approve: Borghese Second: Lovell Vote: 4 to 0 (unanimous) Harbin explained this was a commercial tract, in a horseshoe shape, surrounding an existing commercial building, Roberts Office Park. O’Farrell said this plat had the hidden benefit of addressing some parking issues with the existing site. He said the current building was planned for occupancy on the first floor only and had adequate parking for that 6,000 square feet. He then said that at some point, the second floor was built out to create a total of 12,000 square feet for which the parking lot was too small. Harbin said the new facilities were planned to include around 10,000 square feet of medical and office space. 7. Consideration and possible action regarding proposed amendments to Appendix C Zoning Ordinance Section 7.P.6. Permitted Use Table and Section 6. Non- Conforming uses, structures and lots 3 December 3, 2015 P & Z Meeting Postponed until the full Commission was present. 8. Consideration and possible action regarding future Planning and Zoning Commission meeting dates Harbin stated the next regular meeting would be held Thursday, December 17th. 9. Communications from the Commission Lovell said he attended the Commercial and Economic Development Committee (CEDC) meeting yesterday where there was a lot of discussion about new and proposed businesses in the City and in the Downtown District. He said there was a concern that the general public was not being made aware of potential development. O’Farrell asked if the CEDC would want to attend P&Z meetings to give updates. Lovell said a big part of the problem lies within the need for discretion with the deals while they are in progress and did not think anyone would agree to going public with their plans. O’Farrell asked if the Friends of Downtown Friendswood Association felt supported by the Planning and Zoning Commission. Lovell said he got a good feeling from the group about their feelings towards P&Z . O’Farrell said he drove a number of small Texas towns recently. He said he spent time in a town with a population of around 300 people and enjoyed their thoughts on development within their small town. 10. Reports A. Council Liaison – Councilman Rockey told the Commission that Council would soon be asking them to draft an ordinance requiring Specific Use Permits for large retail centers. Lovell asked the purpose and if it was to impact big box retailers. Rockey said the purpose was to give more control to P&Z and City Council regarding large retailers with big parking lots. B.
