NOTICE OF A SPECIAL AND REGULAR MEETING OF THE CITY OF
FRIENDSWOOD PLANNING AND ZONING COMMISSION, TO BE HELD
MONDAY, JULY 14, 2014, BEGINNING AT 7 PM, IN THE COUNCIL CHAMBERS
AND THEREAFTER IN THE 2ND FLOOR CONFERENCE ROOM OF CITY HALL
LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS
JOINT PUBLIC HEARING
1. The Joint Public Hearing was called to order at 7:10pm with the following people in
attendance:

C. A request for a zone classification change on 25.3639 acres of land situated in the
A.H. Jackson Survey, Abstract No. 128, Galveston County, Texas, being out of a

Galveston County Clerk File No. 820972 to change from Single Family Residential
(SFR) to Community Shopping Center (CSC)
Commissioner O’Farrell recused himself and left the room at 7:13pm.
David Foor of Lovett Commercial stated they are requesting a zone change to pursue a
commercial development. He mentioned the other three corners at that intersection are
currently zoned commercial and the City of Friendswood Future Land Use plan depicts
a commercial use for the property, as well.
D. A request for a zone classification change on 511 N. Friendswood Drive and 601 N.
Friendswood Drive being a total of 13.3586 acres of land to change from Planned
Unit Development (PUD) and Community Shopping Center (CSC) to Planned
Unit Development (PUD)
Brett Banfield of Banfield Properties presented a high end, senior living apartment
complex. The development would consist of 108 single story units, some garages, a
resort style amenity center plus two commercial buildings along the frontage. The
desired businesses would reflect the needs/wants of the neighboring seniors and be
within walking distance for them. He hopes to spur more development in the area.
3. The Joint Public Hearing of the Planning & Zoning Commission adjourned at 7:20pm.
REGULAR MEETING – 2nd floor conference room
1. The Regular Meeting was called to order at 7:25pm with the same people in attendance.
2. Communication from the public/committee liaisons
(To comply with provisions of the Open Meetings Act, the Commission may not deliberate
on subjects discussed under this agenda item. However, the Commission may direct such
subjects be placed on a later regular Commission agenda for discussion and/or possible
action.)

3. Consent Agenda
A. Approval of the minutes for the meeting held:
1) June 19, 2014
Motion to approve: Brown

Vote: 6/0 Unanimous Motion carried
4. Consideration and possible action regarding the preliminary plat of Ganshirt Estate, a
plat of 1.648 acres situated in the northeast corner of Lot 52 of the subdivision of Section
22, I&GNRR Co Survey Abstract 616, Galveston County and Abstract 693 Brazoria
county, Texas
Motion to approve subject to compliance with staff comments: Brown
Second: Triplette

Vote: 6/0 Unanimous Motion carried
Harbin explained the homeowner submitted a permit application to build a swimming pool
where it was found the property had never been platted. ROW easements needed to be
dedicated to the City for road purposes so preliminary and final plats are required.
5. Consideration and possible action regarding a request for a zone classification change on
25.3639 acres of land situated in the A.H. Jackson Survey, Abstract No. 128,
Galveston County, Texas, being out of a called 51.467 acre tract conveyed to Hal

Commissioner O’Farrell recused himself and left the room at 7:30pm.
David Foor of Lovett Commercial explained his company had been interested in
developing along FM 528 for years and they foresee this corner being a good location due
to the proposed extension of Friendswood Lakes Blvd. He stated the Future Land Use map
of Friendswood shows the area as commercial plus the other three corners of the
intersection are already zoned commercial.
Jack Templeman, neighbor, questioned how the development would affect Narnia Way
because he uses that road as access to his pasture. Mr. Foor stated there should be no
change.
McLean opined that a commercial development on that hard corner would be in line with
the wishes of CEDC.
6. Consideration and possible action regarding a request for a zone classification change on
511 N. Friendswood Drive and 601 N. Friendswood Drive being a total of 13.3486
acres of land to change from Planned Unit Development (PUD) and Community
Shopping Center (CSC) to Planned Unit Development (PUD)
Motion to approve: O’Farrell
Second: Brown
Vote: 6/0 Unanimous Motion carried
Commissioner O’Farrell rejoined the meeting.
Brett Banfield of Banfield Properties presented a mixed use development. He proposed to
build luxury senior apartments fronted by two commercial strips. He stated there is
currently a one year wait at his existing development, The Bedford, and this project would
be higher end. He and his partners hope to spur development along the north stretch of
Friendswood Drive.
Harbin explained there is already a PUD on the 511 tract and they want to incorporate
601 into the PUD, as well.

Chairman McLean asked the applicant how the new PUD process compared to the old
process to which Mr. Banfield said he was very pleased, specifically with the financial
savings not having to provide full engineered plans upfront.
7. Consideration and possible action regarding proposed amendments to Appendix C,
Zoning Ordinance Section 8.N. Downtown District Supplemental Requirements

The next regular meeting is scheduled for August 7, 2014.
10. Communications from the Commission
The Commissioners welcomed two new members, Sally Branson and Craig Lovell. They
also wished a farewell to Commissioner Tibbitts who resigned and was not in attendance.

A. Council Liaison – not present
B. Staff - Per Harbin, the June DRC report was emailed. ZBOA had two applicants
last month: Tires By Design and a SFR on Blackhawk.
11. The Regular Meeting of the Planning & Zoning Commission adjourned at 8:02pm.
