NOTICE OF A SPECIAL MEETING OF THE CITY OF FRIENDSWOOD PLANNING AND ZONING COMMISSION, TO BE HELD THURSDAY, MAY 22, 2014, BEGINNING AT 7:30 PM, IN THE COUNCIL CHAMBERS OF CITY HALL LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS SPECIAL MEETING 1. The Special Meeting was called to order at 7:41pm with the following people in attendance: Vice Chairman Mark Tibbitts Commissioner Jim Nye Commissioner Arthur Triplette Commissioner David O’Farrell Aubrey Harbin, City Planner Becky Summers, Dev. Coordinator Nick Haby, PIO/Planning Manager Xochytl Greer, City Attorney Absent: Commissioner McLean, Gibson, Brown 2. Communication from the public/committee liaisons (To comply with provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects be placed on a later regular Commission agenda for discussion and/or possible action.) None 3. Consent Agenda A. Approval of the minutes for the meeting held: 1) May 5, 2014 Motion to approve: Nye Second: Triplette Vote: 4/0 Unanimous Motion carried MINUTES OF A SPECIAL MEETING HELD THURSDAY, MAY 22, 2014 AT 7:30 PM CITY HALL COUNCIL CHAMBERS 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 May 22, 2014 P & Z Meeting 4. Consideration and possible action regarding the commercial site plan for Ashford Village Townhomes at 1408 S. Friendswood Drive Units 1401 and 1402 Vice Chairman Tibbitts moved to discuss this item last. There were no objections from the Commission. 5. Consideration and possible action regarding a request for a zone classification change on .5965 acres out of Reserve H, Block 17 Forest Bend Section 3 from Neighborhood Commercial (NC) to Neighborhood Commercial – Specific Use Permit (NC-SUP) to allow NAICS Use #4413 Automotive Parts, accessories, and tire stores Motion to approve subject to compliance with staff comments and corrections to the compliance memo: Nye Second: O’Farrell Vote: 4/0 Unanimous Motion carried Harbin explained this is a vacant and staff had only minor comments to which the applicant has agreed to address. Harbin requested item 1 on the compliance memo be changed from an 8’ opaque fence to vegetative screening. O’Farrell inquired about a previously mentioned easement issue to which Harbin a no objection letter had since been issued by the Deputy Director of Public Works. 6. Consideration and possible action regarding future Planning and Zoning Commission meeting dates No action. Meeting dates were established at the last regular meeting. 7. Communications from the Commission none 8. Reports A. Council Liaison – not present B. Staff - Haby reminded the Commission there would be a workshop with City Council on June 2nd in regards to the Downtown District amenities At 7:53pm, Vice Chairman Tibbitts moved to recess the Special Meeting of the Planning & Zoning Commission until 9:00 pm. Motion to approve: Nye Second: Triplette Vote: 4/0 Unanimous Motion carried The Special Meeting of the Planning and Zoning Commission reconvened at 9:05pm with Commissioner Brown in attendance. Commissioner Triplette recused himself for the Commission to discuss item 4. 3 May 22, 2014 P & Z Meeting Item #4: When the meeting reconvened, Harbin stated this replat was recently approved for the last two units in the development to be completed. The applicant is now here seeking approval on the site plan. Motion to approve: Nye Second: Brown Vote: 4/0 Unanimous Motion carried 9.
