REGULAR MEETING
1. The Regular Meeting was called to order at 6:03pm with the following in attendance:
Vice Chairman Mark Tibbitts Commissioner Chris Brown
Commissioner Arthur Triplette Commissioner David O’Farrell
Commissioner Jim Gibson Aubrey Harbin, City Planner
Becky Bennett, Dev. Coordinator Xochytl Greer, City Attorney
Nick Haby, PIO/Planning Manager Steve Rockey, Council Liaison
Absent: McLean, Nye
2. Communication from the public/committee liaisons
(To comply with provisions of the Open Meetings Act, the Commission may not deliberate
on subjects discussed under this agenda item. However, the Commission may direct such
subjects be placed on a later regular Commission agenda for discussion and/or possible
action.)

3. Consent Agenda
A. Approval of the minutes for the meeting held:

4. Consideration and possible action regarding a commercial site plan for Pro-Surv at 211

5. Consideration and possible action regarding a commercial site plan for First Choice ER at
225 E. Parkwood Ave
Motion to approve subject to compliance with staff comments: Brown
Second: Gibson
Vote: 5/0 Unanimous Motion carried
Harbin stated this will be a new, free standing building next to Amoco Federal Credit
Union. Staff only had one minor comment to update a signature block. The original color
was bright white but the applicant toned it down to a cream color as to comply with the
COD requirements.
6. Consideration and possible action regarding the Wedgewood Elementary Final Plat being
a subdivision of 19.547 acres of land located in the Sarah McKissick Survey, A-549
Friendswood, Harris County, Texas
Motion to approve subject to compliance with staff comments: Gibson
Second: Triplette
Vote: 5/0 Unanimous Motion carried
Harbin explained CCISD realized the school property was not platted and decided to plat
the property. There are no building plans that staff is aware of.
7. Consideration and possible action regarding future Planning and Zoning Commission
meeting dates
Next regular meeting will be held April 17th at 7:00pm.
8. Communications from the Commission
Gibson said CEDC met with a representative of Buzbee Properties who explained they are
trying to sell all of their properties in Friendswood but being selective about buyers.
Tibbitts reported an interesting lecture held at the Land Use Conference in Austin regarding
TIFs. He suggested the Commission discuss it in the future.
9. Reports
A. Council Liaison – Rockey stated City Council held a workshop to receive feedback
from the City Manager regarding their recent inquiry into Economic Development and
CEDC. Council will most likely examine Community Development next, which includes
Planning and Zoning. A discussion ensued where the City Attorney advised the
conversation was more than a report. Harbin suggested putting it on a future agenda for
discussion.
