The Joint Public Hearing was called to order at 7:38pm with the following people in attendance: Chairman Mark McLean Commissioner Mark Tibbitts Commissioner Chris Brown Commissioner Jim Nye Commissioner Arthur Triplette Commissioner David O’Farrell Xochytl Greer, City Attorney Nick Haby, PIO/Planning Manager Becky Bennett, Dev. Coordinator Absent: Gibson 2. Receive comments from the public, both oral and written, regarding: A. Proposed amendments to Appendix C, Zoning Ordinance Section 7. Schedule of District Regulations regarding changes to the Permitted Use Table and Section 8.J. 4 through 9 and L. to relocate language below PUT None 3. The Joint Public Hearing of the Planning & Zoning Commission adjourned at 7:39pm. REGULAR MEETING – Executive Conference Room 1. The Regular Meeting was called to order at 7:45pm with the same people in attendance. 2. Communication from the public/committee liaisons (To comply with provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects be placed on a later regular Commission agenda for discussion and/or possible action.) MINUTES OF A SPECIAL & REGULAR MEETING HELD MONDAY, MARCH 3, 2014 AT 7:00 PM CITY HALL COUNCIL CHAMBERS & EXECUTIVE CONFERENCE ROOM 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 March 3, 2014 P & Z Meeting None 3. Consent Agenda A. Approval of the minutes for the meeting held: 1) February 20, 2014 Motion to approve: Tripplette Second: Tibbitts Vote: 6/0 Unanimous Motion carried 4. Consideration and possible action regarding a one-time, six-month extension of the commercial site plan approval at 1780 S. Friendswood Dr. and 1788 S. Friendswood Dr. also known as Masa Sushi restaurant and retail center Motion to approve: Nye Second: Tibbitts Vote: 5/0 Unanimous Motion carried Commissioner O’Farrell recused himself. 5. Consideration and possible action regarding the preliminary plat of West Ranch Arbor Gate Section 4 being 16.1 acres out of the John Dickinson Survey, A-9 and being a portion of Lots 128 through 142 and 154 through 158 of the Slone Subdivision, a subdivision plat filed for record under Volume 3, Page 61A (Volume 254A, Pg. 6) of the Galveston County Map Records (G.C.M.R.), City of Friendswood, Galveston County, Texas Motion to approve subject to compliance with staff comments: Brown Second: O’Farrell Vote: 6/0 Unanimous Motion carried 6. Consideration and possible action regarding the preliminary plat of Jenkins Estate being 3.56 acres situated in part of Lot 19 of Hoidale and Coffman Subdivision located in the Perry and Austin League, Abstract No. 20 City of Friendswood, Galveston County, Texas Motion to approve subject to compliane with staff comments: O’Farrell Second: Tibbitts Vote: 6/0 Unanimous Motion carried O’Farrell mentioned the property now described as Jenkins Estate was originally owned by his grandfather and he grew up there. 7. Consideration and possible action regarding proposed amendments to Appendix C, Zoning Ordinance Section 7. Schedule of District Regulations regarding changes to the Permitted Use Table and Section 8.J. 4 through 9 and L. to relocate language below PUT Motion to present a positive recommendation to City Council: Tibbitts Second: Triplette Vote: 6/0 Unanimous Motion carried 3 March 3, 2014 P & Z Meeting 8. Consideration and possible action regarding future Planning and Zoning Commission meeting dates Harbin stated the next regular meeting would be March 20, 2014. Harbin reminded the Commissioners the Land Use Conference would be March 26-28th and asked they let her know if they will be attending. 9. Communications from the Commission Tibbitts thanked the Commission and the subcommittee for their work on the PUT. McLean stated the next project would be the Zoning Ordinance rewrite. He would like to look at the use percentages throughout the different zoning districts. 10. Reports A. Council Liaison – not present B. Staff - Haby informed the Commission that City Council took no action to change the existing sign ordinance. 10. The Regular Meeting of the Planning & Zoning Commission adjourned at 7:57pm.
