NOTICE OF A SPECIAL AND REGULAR MEETING OF THE CITY OF
FRIENDSWOOD PLANNING AND ZONING COMMISSION, TO BE HELD
MONDAY, NOVEMBER 3, 2014, BEGINNING AT 4:30 PM, IN THE COUNCIL
CHAMBERS AND THEREAFTER IN THE EXECUTIVE CONFERENCE ROOM OF
CITY HALL LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD,
TEXAS
JOINT WORK SESSION
1. The Joint Work Session was called to order at 5:13 pm with the following people in
attendance:
Chairman Mark McLean Commissioner Sally Bra nson
Commissioner Arthur Triplette Commissioner Craig Lovell
Aubrey Harbin, City Planner Becky Summers, Dev. Coordinator
Nick Haby, PIO/Planning Manager Xochtyl Greer, City Attorney
Absent: Nye, O’Farrell, Borghese
2. Discussion regarding Appendix C. Zoning Ordinance Section 20. Definitions P. Home
Occupations
Haby explained City Council direction resulted in a subcommittee being formed to discuss
Home Occupations. The subcommittee comprised of Commissioners Lovell, Branson and
Nye brought a recommendation to the Commission which was now seeking further
clarification from Council.
McLean stated no retail had been allowed in residential areas for 30 years but the
subcommittee advised the Commission that “times were changing.”
Councilman Rockey said the current Home Occupation rules were not enforceable and he
liked that the subcommittee kept the restrictions against signs and traffic while allowing
someone to have a business.

Councilman Gustafson opined that an item could be added to allow firearm sales since this
discussion spurred from a situation involving the ATF and a resident. He believes the
ordinance should be left alone, other than that one item.
Mayor Holland stated he felt the subcommittee was on the right track and felt the revisions
were a good first try.
Councilman Scott said he would like to continue to protect neighborhoods with sign and
traffic restrictions but allow sales. He does not want to include or exclude individual
business types.
Councilman Hill suggested wording such as “no business is allowed that does not comply
with the following” and then outline the restrictions similar to the current ordinance.
Gustafson cautioned against incurring unintended consequences due to a single case.
JOINT PUBLIC HEARING
1. The Joint Public Hearing was called to order at 7:12pm with the same people in attendance.
2. Receive comments from the public, both oral and written, regarding:
a. A request for a zone classification change from Business Park (BP) to Single
Family Residential (SFR) for a tract located on FM 2351 (between Garden Dr.
and Woodlawn Dr.) being 1.600 acres (a portion of 4.621 acres), a tract
containing 1.600 acres tract of land out of Lot 2, in Block 1, of Friendswood, a
Subdivision in Galveston County, Texas according to the map or plat thereof
recorded in Volume 254-A, Page 18, of the Map Records and Transferred to plat
record 7, Map No. 20, both of the Map Records of Galveston County, Texas
Mr. Brizendine, resident, spoke for the rezoning.
Mark Varati, applicant, explained he has 4 children and would like to extend his backyard.
The existing commercial frontage of the tract on FM 2351 will not change, only the depth
of the tract.

REGULAR MEETING – Executive conference room
1. The Regular Meeting was called to order at 7:20pm with the same people in attendance.
2. Communication from the public/committee liaisons
(To comply with provisions of the Open Meetings Act, the Commission may not deliberate
on subjects discussed under this agenda item. However, the Commission may direct such
subjects be placed on a later regular Commission agenda for discussion and/or possible
action.)

A. Approval of the minutes for the meeting held:
1) October 2, 2014
Motion to approve: Triplette
Second: Branson
Vote: 4/0 Unanimous Motion carried
4. Consideration and possible action regarding a request for a zone classification change

Harbin explained the property fronts FM 2351 and the applicant would like to rezone the
rear 1.6 acres to SFR to enlarge his back yard and provide a buffer for any future
commercial development on the remaining acreage.
Mr. Varati explained that he owns 2 lots and wants to extend his backyard. He will be
replatting after the zone change.
McLean questioned the depth of the remaining acreage for the commercial tract. Harbin
stated the remainder of the lot would be about 400’ deep. McLean stated that would be
deep enough to still develop.
5. Consideration and possible action regarding a site plan at 3800 FM 528 for Townes
Square Center
Motion to approve subject to compliance with staff comments: Lovell
Second: Branson
Vote: 4/0 Unanimous Motion carried
Craig Carver, owner, stated he would like to build a new office building and reface the
existing strip center. He will occupy one of the suites and manage the site.
Harbin explained the site plan included metal awnings that need P&Z approval. The only
comment staff had was for two trees to be added within the parking lot to meet the
landscaping requirements.
6. Consideration and possible action regarding future Planning and Zoning Commission
meeting dates
Harbin stated the next regular meeting would be held on November 20th.

McLean requested the Subcommittee work on the language for Home Occupations.
