NOTICE OF A REGULAR MEETING OF THE CITY OF FRIENDSWOOD PLANNING AND ZONING COMMISSION, TO BE HELD THURSDAY, NOVEMBER 20, 2014, BEGINNING AT 7 PM, IN THE COUNCIL CHAMBERS OF CITY HALL LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS REGULAR MEETING 1. The Regular Meeting was called to order at 7:00pm with the following people in attendance: Chairman Mark McLean Commissioner David O’Farrell Commissioner Arthur Triplette Commissioner Rich Borghese Commissioner Sally Branson Commissioner Craig Lovell Aubrey Harbin, City Planner Becky Summers, Dev. Communication from the public/committee liaisons (To comply with provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects be placed on a later regular Commission agenda for discussion and/or possible action.) None 3. Consent Agenda A. Approval of the minutes for the meeting held: 1) November 3, 2014 Motion to approve: Triplette Second: Branson Vote: 6/0 Unanimous Motion carried MINUTES OF A REGULAR MEETING HELD THURSDAY, NOVEMBER 20, 2014 AT 7:00 PM CITY HALL COUNCIL CHAMBERS 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 November 20, 2014 P & Z Meeting 4. Consideration and possible action regarding a one-time, six-month extension of Friendswood Place Preliminary Plat Motion to approve: O’Farrell Second: Branson Vote: 6/0 Unanimous Motion carried Harbin explained the site is currently under construction. The developer is requesting an extension to allow time for end users to come in and decide upon pad sizes and configuration. Triplette asked if the Commission had already granted an extension. Harbin explained the preliminary plat had previously expired so the developer resubmitted. 5. Consideration and possible action regarding Quail Crossing Partial Replat No. 1 being a subdivision of 11.0635 acres of land, being a replat of Reserve B Final Plat of Quail Crossing, Film Code No. 402131, H.C.M.R., situated in the Thomas Choate League Survey, Abstract No. 12, City of Friendswood, Harris County, Texas Motion to approve: O’Farrell Second: Branson Vote: 6/0 Unanimous Motion carried Harbin explained the school district recently purchased the land for practice fields. The replat is to separate reserves for ownership and dedicate a reserve for shared detention. 6. Consideration and possible action regarding a Preliminary Plat of the West Ranch School Site being 13.01 acres of land containing 1 Reserve in 1 Block out of the John Dickinson Survey, A-9 City of Friendswood, Galveston County, Texas, and being a portion of Lots 148-152, of the Slone Subdivision, a subdivision plat filed for record under Volume 3, Page 61A (Volume 254A, Pg. 6) of the Galveston County Map Records (G.M.C.R.), said lots also being described in instruments filed for record under Clerk’s File No. 2012013635 of the Official Public Records of Real Property of Galveston County, Texas Motion to approve subject to compliance with staff comments: O’Farrell Second: Branson Vote: 6/0 Unanimous Motion carried Harbin provided an overall land plan for West Ranch depicting the different sections and reserves. Per the PUD, West Ranch agreed to plat a school site once 750 houses were on the ground. The developer is nearing that housing count and proceeding with the plat. 7. Consideration and possible action regarding a preliminary plat of West Blvd. Phase 4 & Friendswood Lakes Blvd. being 10.8 acres of land containing 1 Reserve in 1 Block out of the John Dickinson Survey, A-9 City of Friendswood, Galveston County, Texas, and being a portion of Lots 152, 153 & 166-169, of the Slone Subdivision, a subdivision plat filed for record under Volume 3, Page 61A (Volume 254A, Pg. 6) of the Galveston County Map Records (G.C.M.R.), said lots also being described in instruments file for record under 3 November 20, 2014 P & Z Meeting Clerk’s File No. 2012013635 and 2013015866 of the Official Public Records of Real Property of Galveston County, Texas Motion to approve subject to compliance with staff comments: Branson Second: Borghese Vote: 6/0 Unanimous Motion carried Harbin stated the only staff comment was to change the name of Friendswood Parkway to Friendswood Lakes Blvd for continuity. The road will connect to the existing Friendswood Lakes Blvd in the future. This plat also contains a commercial reserve that is not part of the PUD. 8. Consideration and possible action regarding a preliminary plat of Sierra at West Ranch Section Two being 12.8 acres of land containing 36 Lots and 3 Reserves in 2 Blocks out of the John Dickinson Survey, A-9 City of Friendswood, Galveston County, Texas, and being a portion of Lots 162-166 of the Slone Subdivision, a subdivision plat filed for record under Volume 3, Page 61A (Volume 254A, Pg. 6) of the Galveston County Map Records (G.C.M.R.), said lots also being described in instruments file for record under Clerk’s File No. 2013015866 of the Official Public Records of Real Property of Galveston County, Texas Motion to approve subject to compliance with staff comments: Branson Second: Triplette Vote: 6/0 Unanimous Motion carried Harbin explained this plat contains a commercial reserve in addition to residential lots. 9. Consideration and possible action regarding a preliminary plat of Sierra at West Ranch Section 3 being 9.7 acres of land containing 39 Lots and 1 Reserve in 2 Blocks out of the John Dickinson Survey A-9 City of Friendswood, Galveston County, Texas, and being a portion of Lots 162-166 of the Slone Subdivision, a subdivision plat filed for record under Volume 3, Page 61A (Volume 254A, Pg. 6) of the Galveston County Map Records (G.C.M.R.), said lots also being described in instruments file for record under Clerk’s File No. 2013015866 of the Official Public Records of Real Property of Galveston County, Texas Motion to approve subject to compliance with staff comments: Borghese Second: Branson Vote: 6/0 Unanimous Motion carried Harbin presented this plat as the second half to the section previously approved. The total lot count equals 75 which requires one point of access. 10. Consideration and possible action regarding a preliminary plat of Austin Chase at West Ranch Section Two being 20.8 acres of land containing 40 Lots and 4 Reserves in 3 Blocks out of the John Dickinson Survey A-9 City of Friendswood, Galveston County, Texas and being a portion of Lots 152 through 160 and 166 through 170 of the Slone Subdivision, a subdivision plat filed for record under Volume 3, Page 61A (Volume 254A, page 6) of the Galveston County Map Records, also being a portion of a called 51.01 acre 4 November 20, 2014 P & Z Meeting tract in an instrument filed for record under Clerk’s File No. 2013015866 of the Official Public Records of Real Property of Galveston County, Texas Motion to approve subject to compliance with staff comments: Branson Second: O’Farrell Vote: 6/0 Unanimous Motion carried Harbin explained this section included a reserve that will contain the parking and restrooms needed for Lake Friendswood. Haby stated the funds were granted via the recent bond election and the facility design is currently underway. O’Farrell asked if the Lake plans were being disclosed to potential buyers interested in that section of West Ranch. Geoff Freeman, BGE/Kerry R. Gilbert, stated he would relay the Commission’s disclosure concerns to the developer. Rene Ibarra, Deputy Director of Public Works for the City of Friendswood, stated the park is a joint effort between the City and the developer. Buyers should be informed during sales. O’Farrell suggested the City place a sign on the reserve to inform potential buyers of the pending park construction. McLean asked why not access the park through Windemere Road to which Ibarra explained the roadway construction would cost too much and the park itself would be left unfunded. Harbin stated this was only the preliminary plat and more details could be included at the time of final plat. 11. Consideration and possible action regarding a site plan of the Friendswood Public Library located at 416 S. Friendswood Dr. Motion to approve subject to compliance with staff comments: Lovell Second: O’Farrell Vote: 6/0 Unanimous Motion carried Harbin explained the Library is a bond project which will take place in the Downtown District. The building will be expanded and the existing potion shall be renovated while complying with City ordinances. She stated there is a metal canopy and alternate landscape plan that require Commission approval. The landscape plan is a combination of the old and new requirements in Downtown. The Library will be installing an 8’ pavered walk along the front and down the side street until the driveway. Past the driveway will be the newly required 6’ concrete sidewalk. 12. Consideration and possible action regarding amendments to the Zoning Ordinance Section 20. Definitions P. Home Occupations No Action 5 November 20, 2014 P & Z Meeting Haby recapped that City Council had previously requested changes to the Home Occupation ordinance to which the Commission formed a subcommittee. Staff has currently reviewed four options for possible changes: the original recommendation from the subcommittee, two alternate options provided by a Commissioner and one drafted by Staff. The fourth option removed prohibitions on certain business types per direction given by Council. McLean suggested the Commission make a decision between the options then provide staff with input to draft changes and bring back to the Commission next meeting. Borghese opined citizens should have the option to build businesses by starting in their homes as long as the neighborhood character is maintained. He stated a storefront is not always affordable for beginner businesses and part timers. He disagreed with the item banning engine repair for fear it would put small engine mechanics out of business, i.e. lawnmower repair. Commissioner Lovell explained lawnmower engines should be small enough to not be impacted by the ordinance. McLean directed staff to add a statement such as “home occupations are permitted” within the ordinance to which the City Attorney agreed. 13. Consideration and possible action regarding future Planning and Zoning Commission meeting dates The next regular meetings will be held December 4th and 18th. The meeting scheduled for January 1st was moved to January 5th by acclimation. 14. Communications from the Commission McLean requested the Board Appointment Policy be put on a future agenda. 15. Reports A. Council Liaison – none B. Staff - Harbin announced she recently sent out the Activity Report. Haby thanked Harbin and Summers for the work put into processing the large number of plats for the current meeting. 16. The Regular Meeting of the Planning & Zoning Commission adjourned at 7:56pm.
