The regular meeting was called to order at 7pm with the following people in attendance: Vice Chairman Mark Tibbitts Commissioner David O’Farrell Commissioner Brown Commissioner Arthur Triplette Mona Miller, Planner Aubrey Harbin, Development Specialist Steve Weathered, City Attorney Nick Haby, Planning Mgr/PIO Absent: McLean, Nye, Gibson 2. Communication from the public/committee liaisons (To comply with provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects be placed on a later regular Commission agenda for discussion and/or possible action.) None 3. Consent Agenda: A. Approval of minutes for the: 1) January 17, 2013 Motion to Approve: Triplette Second: Brown Vote: 4 to 0 (unanimous) Motion Carried 4. Consideration and possible action regarding a request for a one time, 6 month extension of the Preliminary Plat of The Reserve at West Ranch, Section 2 Motion to Approve: Brown Second: O’Farrell Vote: 4 to 0 (unanimous) Motion Carried Miller stated that the developer is working through some issues and needs more time. MINUTES OF A REGULAR MEETING HELD THURSDAY, FEBRUARY 21, 2013 AT 7 PM CITY HALL COUNCIL CHAMBERS 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 February 21, 2013 P&Z Meeting 5. Consideration and possible action regarding a request from King’s Kids Daycare at 209 S. Friendswood Drive to extend their time to meet façade requirements and/or reconsider façade materials City Attorney Weathered explained that we do not have a quorum to act on this item. Commissioner Brown has filed an affidavit to recuse himself. No action taken. 6. Discussion regarding the need for sidewalks Motion to discuss: O’Farrell Second: Triplette O’Farrell shared a picture with the other commissioners of a wheelchair-bound person having to drive on the street because of the lack of sidewalks. He talked about the benefits of sidewalks and the long term effects of not having them. Triplette stated that he is in favor of sidewalks, but maybe not in all situations. He stated if there is a need, he will be in favor every time. Tibbitts stated that he agrees and that he has seen the man in the picture on FM528 where there are no sidewalks. He stated that he is also in favor of having sidewalks. 7. CLOSED EXECUTIVE SESSION – (Executive Conference Room adjacent to Council Chambers) The Commission will convene into Executive Session in accordance with the Texas Government Code, pursuant to Section 551.071 – “Consultation with Attorney” to discuss legal issues only in relation to exterior facades The Commission went to Executive Session at 7:12pm. The Commission returned from Executive Session at 7:19pm. 8. Consideration and possible action regarding future Planning and Zoning Commission meeting dates Upcoming meeting dates – Monday, March 4 (JWS/JPH with Council); Thursday, March 7 (regular meeting); Thursday, March 21 (regular meeting) Miller also explained that several staff members and commissioners will be in Austin on March 21 for the annual Land Use Conference, so that meeting will have to also be rescheduled.
