1. The regular meeting was called to order at 7pm with the following people in attendance:

(To comply with provisions of the Open Meetings Act, the Commission may not deliberate
on subjects discussed under this agenda item. However, the Commission may direct such

4. Consideration and possible action regarding the final plat of West Ranch Restricted
Reserve G, being 2.605 acres out of the John Dickinson Survey, Abstract 9, Galveston
County Texas; also being a portion of Lots 111 and 112 of the Slone Subdivision as
recorded in Volume 3, Page 61A (Volume 254A, Page 6), Galveston County Map
Records, Galveston County, Texas

Miller explained that this is the reserve where the recreation center for the south side of
West Ranch will be built.
5. Consideration and possible action regarding the final plat of West Ranch Restricted
Reserve E and Lake Mist Lane Extension, being 16.36 acres out of the John Dickinson
Survey, Abstract 9, Galveston County, Texas; also being a portion of Lots 111, 129-136,
and 148-149 and a portion of the 30’ unimproved road North of Lots 129-132 of the Slone
Subdivision as recorded in Volume 3, Page 61A (Volume 254A, Page 6), Galveston
County Map Records, Galveston County, Texas

Miller explained that Restricted Reserve E is for detention and that this plat also includes
the extension of Lake Mist Ln.
6. Consideration and possible action regarding the site plan for the West Ranch Recreation
Center No. 2, to be located at 1201 Lake Mist Lane
Motion to approve: Nye
Second: Tripplette
Vote: 4 to 0 (unanimous) Motion Carried
Miller explained that this is the community recreation center for the residents who reside in
homes in West Ranch south of FM518.
McLean stated that if it is similar to the one on the north side, it will be nice for the
residents.
7. CLOSED EXECUTIVE SESSION – (Executive Conference Room adjacent to Council
Chambers)
The Commission will convene into Executive Session in accordance with the Texas
Government Code, pursuant to Section 551.071 – “Consultation with Attorney” to
discuss legal issues only in relation to Personal Care Facilities/Fair Housing regulation
Executive Session at 7:07pm
Reconvened after executive session: 7:54pm
8. Consideration and possible action regarding Appendix C – Zoning Ordinance, Section
8.L. Personal Care Facilities.

9. Discussion regarding off road vehicles
McLean explained that he requested for this to be placed on the agenda. He stated that
GCCDD has cleared out the banks of the creeks in some areas and that people have been
traveling on the temporary roads in ATVs, dirt bikes, trucks, etc. He stated that he has
talked to some people in Ranch Viejo that are having these issues in the undeveloped areas
near their subdivision.
A report from Police Chief Bob Wieners was provided to the Commissioners. McLean
stated that he talked to Chief Wieners as well.
O’Farrell stated that this is a real issue and that long term plans of GCCDD include
clearing a 25-foot area on each side of all the creek banks. He stated that these areas
appear to be the perfect place to ride ATVs, etc., but that most residents of Friendswood are
law abiding citizens and aggressive signage stating what the parameters of use of that
property is would be sufficient. He stated that there is not a single sign around Lake
Friendswood warning what will happen if you trespass. He stated that signage would be an
inexpensive and a good first step.
McLean stated that in order for the police to be able to enforce anything such as criminal or
misdemeanor charges, signs are required to be posted by the property owner to give fair
notice. He explained that he understands that if the city creates an ordinance, violation of
that ordinance would be a civil charge and would go to the municipal court.
Miller stated that she spoke with Joseph Anderson at GCCDD and he stated that there are
no real problems. He said that they do install bollards with cables in areas with wide
openings and if they have problems, the police department and code enforcement do help
out when needed. She stated that Anderson did not mention anything about posting
signage.
McLean stated that accessing the creeks is an issue in his particular neighborhood because
people are driving over their private properties and running over irrigation systems, etc.
O’Farrell stated that he is concerned with someone on a bike running into the chains at a
high rate of speed. He suggested maybe approaching the drainage district about posting
signs.
McLean stated that he and Triplette will approach GCCDD at their next meeting with the
suggestion to add signage.
10. Discussion regarding proposed amendments to Appendix C – Zoning Ordinance,
Sections 8 through 18, as a part of the entire Zoning Ordinance rewrite
Miller explained that this is a continuation of discussions to reorganize the Zoning
Ordinance to make it more user friendly by grouping zoning district requirements together.
11. Consideration and possible action regarding future Planning and Zoning Commission
meeting dates

Miller explained that the next meeting is Thursday, December 6 and after that will be
December 20. She explained that at the next meeting we may discuss December 13 and 17
as alternate dates for the second meeting of the month because it is close to the holidays.
12. Communications from the Commission
O’Farrell reported that he attended the Parks and Recreation Board meeting and that they
are a very excited group and they are discussing improvements to Lake Friendswood. He
stated that they are struggling to get quorums at their meetings and that his son is being
considered for a possible board member position.
McLean explained that the Commission received instruction from City Council to stop
work on the SFR-E zoning; the changes to the Design Criteria Manual and Zoning
Ordinance regarding the Downtown District requirements passed first reading; Changes
to the Permitted Use Table regarding Fitness centers passed first reading; Vested Rights
proposed ordinance failed 2 to 5.
13. Reports
A. Council Liaison – Rockey informed the Commission that the Council has the
Anti-NIMBYism plan to figure out at the December meeting. He explained that
there are fair housing requirements to receive federal grant money for
Friendswood Link Road. He also explained that the Historical Society raised
money and will be installing seven historical markers and there will eventually be
a historical walking tour mapped out.
B. Staff – Miller informed the Commission that there will be a Joint Public Hearing
on January 7 regarding an abandonment of an easement.
