The special meeting was called to order at 7:11pm with the following people in attendance: Vice Chairman Mark McLean Commissioner Jim Nye Commissioner Hassan Moghaddam Commissioner Mark Tibbitts City Council City Attorney Arnold Polanco Mona Miller, Planner Morad Kabiri, Director of CDD Frank Manigold, Dep. Director of CDD 2. Joint Public Hearing Receive comments from the public, both oral and written, regarding: A. Adoption of the new official zoning map in accordance with Ordinance No. 84- 15, to replace the existing zoning map as adopted on September 18, 2006 Kabiri explained the process as per the Zoning Ordinance to adopt the new official zoning map. No one spoke in opposition or support of this item. 3. The public hearing was adjourned at 7:14pm. REGULAR MEETING (2nd floor conference room, following Special Meeting) 1. The regular meeting was called to order at 7:19 pm with the following people in attendance: MINUTES OF A SPECIAL MEETING AND A REGULAR MEETING HELD MONDAY, JULY 11, 2011 AT 7PM CITY HALL COUNCIL CHAMBERS 910 S. FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 2 Vice Chairman Mark McLean Commissioner Jim Nye Commissioner Hassan Moghaddam Commissioner Mark Tibbitts Mona Miller, Planner Frank Manigold, Dep. Director of CDD 2. Invocation No invocation was given since the City Council meeting opened with an invocation. 3. Communication from the public/committee liaisons (To comply with provisions of the Open Meetings Act, the Commission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects be placed on a later regular Commission agenda for discussion and/or possible action.) None 4. Consent Agenda: A. Approval of minutes for the: 1) June 16, 2011 regular meeting The minutes were approved as submitted. 5. Consideration and possible action regarding the adoption of the new official zoning map in accordance with Ordinance No. 84-15, to replace the existing zoning map as adopted on September 18, 2006 Motion to Approve: Moghaddam Second: Tibbitts Vote: 4 to 0 (unanimous) Motion Carried Miller explained that the adoption of the new official zoning map does not change any current zoning. Adoption of the new map just allows the table of zone changes currently listed on the map, but already incorporated on the map, to be removed. Once this new map is adopted, a new table will be added to the newly adopted map to reflect zone changes approved after its adoption. 6. Discussion regarding possible amendments to the Future Land Use map pertaining to Single Family Residential – Estate zoning A lengthy discussion was held regarding properties currently zoned Single Family Residential – Estate, those projected for SFR-E on the Future Land Use Map and those pending zone change applications. The Commission also discussed the possibility of forming a committee consisting of three P & Z Commissioners to further discuss SFR-E zoning. An additional discussion was held regarding the fact that the city does not enforce deed restrictions and that enforcing deed restrictions is a civil matter for homeowners associations and/or property owners. 7. Consideration and possible action regarding the liaison schedule 3 Commissioner Tibbitts agreed to be the liaison for the Parks Board. Vice-Chair McLean agreed to be the liaison for the CBOA, in addition to the ZBOA. And, Vice-Chair McLean asked that Chair Holland be the liaison for the CAB. 8. Consideration and possible action regarding future Planning and Zoning Commission meeting dates Miller informed the Commission that the next meeting will be Thursday, July 21, 2011 at 7pm and will consist of a public hearing for a replat and a regular meeting. She added that at the next meeting on Thursday, August 4, 2011, the Commission will have a preliminary plat to consider. 9. Communications from the Commission Moghaddam stated that he attended the CEDC meeting the previous Wednesday morning for Commission Gibson. He explained that they announced in the meeting that Friendswood is ranked number five in the top ten cities. Manigold added that this designation was recently given by Family Circle Magazine. Tibbitts stated that he and Commissioner Moghaddam attended The Gathering on July 3rd and that the festivities were very nicely done. 10. Reports A. Council Liaison - None B. Staff - None 11.
