JOINT PUBLIC HEARING
1. The Joint Public Hearing was called to order at 7:36pm with the following people in
attendance:
Commissioner Hassan Moghaddam
Commissioner Ruben Garcia
City Council
Bobby Gervais, City Attorney
Aubrey Harbin, Development Specialist
Commissioner Mike Huss
Commissioner David O'Farrell
Mona Miller, City Planner
Morad Kabiri, Director of CDD
Frank Manigold, Dep. Director of CDD
2. Receive comments from the public, both oral and written, regarding:
A. Proposed zone classification change from Single Family Residential (SFR) to
Single Family Residential — Estate (SFR-E) at 910 Cowards Creek Drive, being
2.648 acres, known as Tract 8-A, out of Lot 3, Block B, Central Park Subdivision,
according to the map of Central Park Subdivision recorded in Volume 145, Page
151, in the off ce of the County Clerk of Galveston County, J. B. Williams or Sarah
McKissick League, Galveston County, Friendswood, Texas
No one spoke for or against the proposed zone change.
3. The Joint Public Hearing was adjourned at 7:38pm.
REGULAR MEETING (21°' floor conference room, immediately following the JPH
1. The regular meeting was called to order with the following people in attendace:

Frank Manigold, Dep. Director of CDD
Commissioner Mike Huss
Commissioner David O'Farrell
Aubrey Harbin, Development Specialist
2. Communication from the public/committee liaisons
(To comply with provisions of the Open Meetings Act, the Commission may not deliberate
on subjects discussed under this agenda item. However, the Commission may direct such
subjects be placed on a later regular Commission agenda for discussion and/or possible
action)
William and Barbara Byers, the applicants of the proposed zone change, stated that they are
present and are in favor of the zone change.
3. Consideration and possible action regarding proposed zone classification change from
Single Family Residential (SFR) to Single Family Residential — Estate (SFR-E) at 91.0
Cowards Creek Drive, being 2.648 acres, known as Tract 8-A, out of Lot 3, Block B,
Central Park Subdivision, according to the map of Central Park Subdivision recorded in
Volume 105, Page 151, in the office of the County Clerk of Galveston County, J. B.
Williams or Sarah McKissick League, Galveston County, Friendswood, Texas
Motion to Approve: Garcia
Second: O'Farrell
Vote: 4 to 0 (unanimous)
Motion Carried
4. Consideration and possible action regarding the commercial site plan of Boatright
Marine at 3280 W. Parkwood Avenue
Motion to Approve the site plan with staff comments and to require the five-foot
sidewalk along FM 528 or allow the applicant to pay into the sidewalk fund: Garcia
Second: Huss
Vote: 4 to 0 (unanimous)
Motion Carried
Miller explained the staff comments that were included in the compliance memo which
were:
1) Acquire Galveston County Consolidated Drainage District approval.
2) On sheet 2.0, correct labeling of the 100' H.L. & P. easement
(currently labeled as H.P. & L easement,
3) Clarify location and type of fence proposed along FM 528
(Parkwood).
O'Farrell stated that in the future he would like to talk about over -development — being
too much square footage and not enough parking, especially at the entrance to the City.
He stated that he would like to be protective of the bookends to the City and that the
Commission needs to be discriminating.
5. Consideration and possible action regarding future Planning and Zoning Commission
meeting dates
Miller reminded the Commissioners that the next meeting will be a regular meeting on
Thursday, April 15 at 7pm.

5. Communications from the Commission
O'Farrell stated that Aubrey and Mona are the first to see subdivision plats and that high -
end folks are looking at Friendswood. He stated that he would like staff to convey to
potential developers that the Commission is tough and that they want the City to be nice.
He stated that he does not want to give variances for buildings to be larger than they
should be.
Mogaddam stated that he agrees with O'Farrell because we live in one of the best places
in Texas and the US.
7. Reports
a. Council Liaison none
b. Staff -- Miller reminded the Commissioners that she cmailed them the DRC info
for March.
