The meeting was called to order at 7pm with the following people in attendance: Chairman Kevin Holland Vice Chairman Mark McLean Commissioner Hassan Moghaddam Mona Miller, City Planner Morad Kabiri, Director of CDD Bobby Gervais, City Attorney Commissioner Jim Gibson Commissioner Mark Tibbitts Commissioner David O'Farrell Rhonda Baker, Secretary Frank Mangold, Deputy Dir. of CDD Councilman Jill Hill 2. Communication from the public/committee liaisons (To comply with provisions of the Open Meetings Act, the Corninission may not deliberate on subjects discussed under this agenda item. However, the Commission may direct such subjects be placed on a later regular Cormnission agenda for discussion and/or possible action) Charles Prendergast, Friendswood, spoke in favor of item 0. He said that he would like for the City to send out notices to Horne Owner's Associations regarding proposed site plans. He said that citizens may not have concerns about a particular site, but they would like to be informed. 3. Consent Agenda: A. Approval of minutes for the: 1) September 2, 2010 regular meeting 2) September 13, 2010 special meeting Motion to Approve: McLean Second: Tibbitts Vote: 6 to 0 (unanimous) Motion Carried 4. Consideration and possible action regarding the final plat of West Ranch Commercial Reserve No. t, being 14.31 acres out of the John Dickinson Survey, Abstract 9; also being a partial resubdivision of a portion of Lots 53, 54 & 55 and a portion of the North - South 30' unimproved road East of Lot 54 and West of Lot 55, Slone Subdivision as recorded in Volume 3, Page 61A (Vol. 254A, Pg. 53) G.C.M.R., Galveston County, Friendswood, Texas Motion to Approve: Moghaddam Second: Gibson Vote: 6 to 0 (unanimous) Motion Carried 5. Consideration and possible action regarding the final plat of West Ranch Restricted Reserve E, being 15.64 acres out of the John Dickinson Survey, Abstract 9; also being a partial resubdivision of a portion of Lots 129-136 & 148-149, and a portion of the 30' unimproved road North of Lots 129-132, Slone Subdivision as recorded in Volume 3, Page 61A (Vol. 254A, Pg. 53) G.C,M.R., Galveston County, Friendswood, Texas Motion to Approve: McLean Second: Tibbitts Vote: 6 to 0 (unanimous) Motion Carried Holland expressed some concern regarding sidewalks and how they are going to tie together, including FM 518, the school and the commercial tracts. He wanted! to ensure that staff was including this as a part of the review process. 6. Consideration and possible action regarding the final plat of West Ranch Lakeside, Section One, being 28.24 acres out of the John Dickinson Survey, Abstract 9; also being a partial resubdivision of a portion of Lots 93, 94, 95, 114, 116 & 132-138, all of Lot 115, a portion of the East-West 30' unimproved road South of Lots 114 —120 and North of Lots 13 2-13 8 and a portion of the North -South 30' unimproved road East of Lot 136 and West of Lot 137, Slone Subdivision as recorded in Volume 3, Page 61A (Vol. 254A, Pg. 53) G.C.M.R.; and also being a partial resubdivision of a portion of Lots 117 & 118 and a portion of the 15' unimproved road widening South of Lot 117, Partial Replat of Slone Subdivision as recorded in Volume 17, Page 88, G.C.M.R., Galveston County, Friendswood, Texas Motion to Approve: Gibson Second: Moghaddam Vote: 6 to 0 (unanimous) Motion Carried Holland clarified that this plat is platting over a portion of Shooting Star that used to lead to Mr. Sharp's house and O'Farrell confirmed with staff that the house has been demolished. 7. Consideration and possible action regarding proposed amendments to City of Friendswood Code of Ordinances, Appendix C — Zoning Ordinance, Section 9.H. Site plan process. Motion to Approve for discussion: Gibson RI Second: Moghaddam Vote: 0 to 6 (unanimous) Motion Failed Gibson wanted to make sure that O'Farrell was aware of this proposal since the suggestion originated from him. He also stated that he thinks this amendment is a lot broader than originally intended. He stated that he thinks it builds an expectation for the citizens that may not be possible, Kabiri explained the proposal and the steps that would take place. McLean stated that he is concerned about consequences if notices were not sent out correctly and stated that he does not like the proposal. Tibbitts agreed with Gibson and stated that it seems to be setting the Commission up. Holland had question about the steps in the development process and Kabiri answered them. O'Farrell stated that he was just speaking on the ideals that he had. He stated that changes to the Permitted Use Table are what he wanted notices sent out for. Miller stated that changes to the PUT were addressed in a previous recommendation by P&Z that will be discussed further with Council at the November 15`h Joint Work Session. 8. Consideration and possible action regarding future Planning and Zoning Commission meeting dates Motion to combine November i 8ch meeting with November 15th meeting: Holland Second: McLean Vote: 6 to 0 (unanimous) Motion Carried 9. Communications from the Commission Chairman Holland asked Gibson to work with Tibbitts on understanding the previous P&Z recommendations that will be discussed at the JWS. He gave kudos to Ruben Garcia for his service to the Commission. He said he missed the last Drainage District meeting. He informed the Commission that interviews for a new P&Z Commissioner will be this Saturday. McLean said he appreciates Ruben's service to the P&Z, too. He informed the Commissioners that long term strategic planning was discussed at the last Council meeting and urged the Commissioners to be prepared for the Joint Work Session because it is very important. He also said that the recent APA conference was good. O'Farrell stated that the development, Houston Pavilions, at Fannin and Main in Houston is really impressive. He also gave kudos for the Downtown drainage project. Holland also added that he visited Grapevine and thinks that is the type of development Friendswood is looking for. 10. Reports Council Liaison — Councilman Hill said the Downtown drainage project will allow new development by bringing water from 400fft into drainage system instead of the previous 15Oft. Also, a joint venture between Harris County Flood Control District, Galveston County and City purchased 165 acres to store a tremendous amount of water upstream of the City known as the Mud Gully and that it was funded by the 2008 bond referendum. a. b.
