MINUTES OF A
SPECIAL MEETING (RETREAT)
THURSDAY, DECEMBER 11, 2008

1.The meeting was called to order with the following people in attendance:
Chairman Kevin Holland
Vice Chairman Mark McLean
City Planner Mona Miller
Dep. Dir. of CD Frank Manigold
Commissioner Jim Gibson
Commissioner David O'Farrell
Development Coord. Aubrey Harbin
Int. Dir. of CD Morad Kabiri
2.Consideration and possible action regarding establishing and prioritizing goals for the
Planning and Zoning Commission
The Commissioners reviewed and discussed the purpose of the Planning and Zoning
Commission as an organization, as well as the challenges and key issues influencing
future decisions to be made by the Commission. Below is a list of the goals and time
frames that were decided upon by the Commission:
1)Subdivision Ordinance -12 months
Review and update
2)Zoning Ordinance -6 months
Hold workshop February 12, 2009, to review and discuss proposed changes from last
year, discuss rewriting the zoning categories with the restrictions/requirements for
each zone, , discuss consolidating or eliminating zoning districts, discuss special
study areas, review PUD/SUP requirements
3)Permitted Use Table-12 months
Update the NAICS version referenced on the Permitted Use Table, comparison of
new uses and suitability of uses vs. zoning, review PUD/SUP requirements
4)Major Thoroughfare Plan -6 months

Evaluate current proposed routes to Future Land Uses and need/viability, review
Capital Improvement Projects and infrastructure for compatibility
5)In-Fill Development/Rezoning - 6 months
Discuss proactive zone changes from SFR to SFR-E, define concerns of incomplete
development vs. re-development
6)Downtown District Architectural Specs - 3 months
Discuss standardization of specs for parkway such as lights, pavers, benches, tree
wells, sidewalks, etc. to enhance uniformity, discuss placement of standards -in
Design Criteria Manual or Zoning Ordinance
7)Boot Camp/Training -immediate
Commissioner McLean will work with Morad on this, will be held ASAP
8)Buyout PropertiesMake it an asset to the City and to the citizens, possibly nature trails and amenities,
research FEMA standards to see what can be done on buyout prope1ties
9)Development at FM528/City Limits
What vision do we have for this entrance into the City? Developer is working with
City of Houston, League City and Friendswood to make this intersection an asset for
everyone
