PUBLIC HEARING
1.The public hearing was called to order at 7:00pm with the following people in
attendance:
Chairman Kevin Holland
Commissioner Hassam Moghaddam
City Planner Mona Miller

Commissioner Michael Brown
Commissioner Ruben Garcia

2.Receive comments from the public, both oral and written, regarding:
a.Preliminary plat of Tuscany Estates, being a replat of 7.72 acres out of Lots 2
and 4, Block B, and a portion of an abandoned 40' roadway out of Central Park
Subdivision, in the Sarah McKissick or J.R. Williams League, Abstract No. 151,
Friendswood, Galveston County, Texas
None

REGULAR MEETING
1.The regular meeting was called to order at 7:02pm.
2.Communication from the public/committee liaisons

3.Consent Agenda:
a.Approval of Minutes for the October 20, 2008 special meeting
Motion to approve: Brown
Second: Moghaddam
Vote: 4 to O (unanimous) Motion Carried
4.Consideration and possible action regarding the preliminary plat of Tuscany Estates,
being a replat of 7. 72 acres out of Lots 2 and 4, Block B, and a portion of an abandoned
40' roadway out of Central Park Subdivision, in the Sarah McKissick or J.R. Williams
League, Abstract No. 151, Friendswood, Galveston County, Texas
Motion to approve: Brown
Second: Garcia
Vote: 4 to O (unanimous) Motion Carried
There was some clarification that this plat subdivides the property into two lots. The
previous concerns of adjacent residents were that the deed restrictions did not allow
improvements such as roads, etc. The current plat is for two lots and they both front
Falling Leaf.
Commissioner O'Farrell entered at 7:05pm.
5.Consideration and possible action regarding the preliminary plat of Friendswood
Independent School District Junior High, 22.00 acres, being all of Lots 66, 67, 68 &
69 and a portion of Lots 46, 47, 48, 49 and 70, Slone Subdivision, Volume 254, Page 53-
54 G.C.M.R., John Dickinson League, Abstract 9, Friendswood, Galveston County,
Texas
Motion to approve: Brown
Second: Garcia
Vote: 5 to O (unanimous) Motion Carried
Holland questioned from what road the school would have access. Miller explained that
the primary access would be through Centennial Park via Manison Parkway and then the
future Falcon Ridge.
6.Consideration and possible action regarding possible amendments to Appendix C -
Zoning Ordinance, Section 8. Supplementary district regulations., c. Lighting and
glare.
No action taken.
7.Consideration and possible action regarding possible amendments to the Design Criteria
Manual, Appendix C, Parking Group Table
No action taken.
Miller provided a comparison of current parking regulations to the National Parking
Association (NPA). Kabiri explained that currently in the parking table, some categories

have To Be Determined (TBD) as the number of spaces. Staff would like to fill in the
voids and found the NPA as a standard. O'Farrell stated that he likes a little flexibility to
get businesses here, but when parking is short, building owners cannot make it up later.
Miller explained that staffs proposal is the NPA's minimum requirements and that
parking is recommended in the Design Criteria Manual. O'Farrell said he does not want
to depend on the developers to decide recommended parking. He said that architects
have degrees and study these types of things and feels that they are a good source to use.
8.Consideration and possible action regarding possible amendments to the City's Utility
Impact Fee Study
No action required.
9.Consideration and possible action regarding November 20, 2008 regular Planning and
Zoning Meeting
Motion to move the regular meeting from November 20 to November 17: O'Farrell
Second: Brown
Vote: 5 to O (unanimous) Motion Canied
10.Communications from the Commission
Brown stated that he attended the Parks Board meeting and that they are working to get
grants.
Moghaddam stated that attended the Library Board meeting and that they helped people
during Hunicane Ike by allowing them to charge cell phones and lap tops.
11.Reports

12.Staff -Miller provided the Commissioners with the following info1mation:
a.October 2008 DRC report
b.Texas APA Conference was cancelled in October, but it has been rescheduled in
El Paso, Tx for February 4-7, 2009. No schedule available yet.
c.JPH on November 17, 2008, and P&Z special meeting immediately following
