MINUTES OF A
JOINT PUBLIC HEARING AND
SPECIAL MEETING
MONDAY, JULY 21, 2008

JOINT PUBLIC HEARING
1.The JPH was called to order at 7:20pm with the following people in attendance:

2.Receive comments from the public, both oral and written, regarding:
A.Zone classification change request for 18.922 acres at 1700 W. Park.wood (FM
528), from Single Family Residential (SFR) to Community Shopping Center (CSC)
B.Zone classification change request for 7 .926 acres at 1700 W. Parkwood (FM 528),
from Single Family Residential (SFR) to Community Shopping Center (CSC)
Both items were considered together.
Persons speaking against the proposed zone changes:
Ed Sheryl, Windsong, stated that this will be a significant development that will change
Friendswood. He stated that his prope1ty abuts the subject prope1ty and that there is an
easement for a canal that is overgrown with full size trees. He said the trees provide sight
and sound screening and he would like for this to remain. He explained that he is
concerned about the nature and wildlife and said the City should require an
environmental study.
Mr. Kidwell, 3 Windsong, said that the City should preserve nature and green land, not
add more strip centers.

Tommy Lake stated that he opposes new shopping centers being built. He said he does
not know who owns the easement adjacent to his prope1ty but he is concerned with the
trees being cut.

3.The Planning and Zoning portion of the JPH was adjourned at 7:37pm.
SPECIAL SESSION
1.The special session was called to order at 7:38pm.
2.Discussion with the City Council regarding the City of Friendswood's Comprehensive
Plan
Mayor Smith explained that at recent City Council retreats, council members have
expressed the desire to complete the Comprehensive Plan process. He explained that it is
needed in order to justify zone changes. He proposed moving quickly on the map while
continuing to work on the written document.
P&Z Commissioners expressed their desire to keep the Comprehensive Plan simple. City
Attorney Gervais said he is concerned with spot zoning; there is a fine line between
simple and flexible. P&Z proposed possibly adopting the Future Land Use Map as an
ordinance, but leaving the written document as a resolution or something similar.
Councilman Rivera stated that the super group should decide the best use and give
flexibility and that P&Z can decide specific uses to be allowed in those zoning categories.
Commissioner Gibson stated that the Future Land Use Map lets the public know what the
city will consider in regards to zone changes. Mayor Smith stated that one proposal for
the map is to add the SFR-Estate lots, which would protect the estate type lots. Mr. Hill
stated that he thinks land owners of estate lots should come to the City for rezoning rather
than the City changing them.
It was decided that P&Z and City Council would both place the Future Land Use Map on
the agenda for the next regular meeting.
3.The special session was adjourned at 7:59pm.

Chairman Holland clarified that the only property that would be affected by the zone
change is the 18.922 acres owned by the applicant; any easements on adjacent properties
would remain untouched. There was some discussion regarding the amount of landscaping
and landscape buffers that would be required on this prope1ty if it were zoned CSC. Some
of the Commissioners stated that aesthetically, this is a very imp011ant intersection in the
City, and they want to ensure that an intersection similar to FM 518/FM 528 is not
replicated. McLean stated that on January 10, 2008, at a regular P&Z meeting, it was
suggested in a discussion about the proposed Comprehensive Plan that the best zoning for
this property would be PUD.
3.Consideration and possible action regarding Zone classification change request for 7.926
acres at 1700 W. Parkwood (FM 528), from Single Family Residential (SFR) to

4.Consideration and possible action regarding the preliminary plat of Friendswood
Lakes, Section 5, being 25.43 acres of land situated in the H.T. & B. R.R. Company
Survey, Lot 26, Abstract 547, Friendswood, Galveston County, Texas
Motion to approve with the following staff comments: Brown

1)Replace Leslie E. McMahen, P.E., with Morad Kabiri, P.E., A.I.C.P., and
revise title to read Interim Director of Community Development
2)The system pressure was verified with a pressure of 50 psi flowing
approximately 1050 gpm at the proposed connection at Friendswood Lakes
Boulevard; should be 1750 gpm.
3)Loop water line to FM 528 or along drainage easement to Desota Drive
4)Obtain approval from GCCDD for preliminary plat.
5)Minor Engineering comments:
a.On the plat, provide information on Reserve E
b.On the drainage plat, Sheets 2 and 3, both drop structures and the last
inlet to pond must convey the 100-year event.
6)Pending 2nd reading of amendment to the following subdivision ordinance
scheduled on City Council's agenda for July 21, 2008:

Section Illb. (1.)(i.) There shall be a maximum of seventy-five (75) lots
per single point of access into a subdivision or subdivision phase from a
collector street. There shall be a minimum of two (2) points of access for
subdivisions in excess of seventy-five (75) lots. In the case of phased
construction, each phase should meet this requirement but in no case shall
there be less than one access per 75 platted lots. No lot shall be further
from a point of access than the maximum distance allowed in the
design criteria for cul-de-sac development. Due to existing conditions
on the land being platted, such as the existence of pipelines, bodies of
water, 100-year floodplain, etc., the Commission may require additional
points of access to protect the public health, safety and welfare.
5.Chairman Holland reported back to City Council and Mayor Smith that the two proposed
zone changes were tabled.
6.The meeting was adjourned at 8:29pm.
