FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 1.The meeting was called to order at 7:03pm with the following people in attendance. Aubrey Harbin Dep Director of CD Frank Manigold Council Member Jim Hill 2.Communication from the public/committee liaisons None 3.Consent Agenda: a.Approval of Minutes for the May 5, 2008 special meeting b.Approval of Minutes for the May 19, 2008 special meeting c.Approval of Minutes for the May 22, 2008 regular meeting Motion to Approve: Brown Second: Moghaddam Vote: Unanimous (4 to 0) Motion Carried 4.Consideration and possible action regarding a legal opinion from the City Attorney regarding Comprehensive Plans No action taken. City Attorney Gervais presented a written opm10n to the Commissioners. No action was taken. Commissioners will read the proposal and discuss at the next regular meeting. 5.Consideration and possible action regarding possible amendments to Section 6 ofAppendix C, Zoning Ordinance of the Code of Ordinances, regarding non-conforming lots, structures, uses of land and structures and characteristics of useNo action taken. City Attorney Gervais explained the three types of non-conformingcategories as non-conforming uses, lots and structures. There was some discussion aboutthe time period to allow non-confo1ming uses to exist before being brought intocompliance with current ordinances and what item determines occupancy, i.e. leaseagreement, electricity or water bill. Commissioners will review and discuss at a laterdate.6.Consideration and possible action regarding possible amendments to Appendix B -Subdivision Ordinance of the Code of Ordinances, regarding collector streetsNo action taken. Les McMahen presented a staff concern regarding collector street sizes.Staff will write a formal request and bring to next regular meeting.7.Consideration and possible action regarding additional landscape and screening requirements for non-residential zoned tracts deeper that 300'No action taken. Commissioners did explain that they would like to make these largercommercial tracts look similar to the commercial developments at the corner of FM528and Bay Area Blvd. Item will be discussed further at next regular meeting.8.Consideration and possible action regarding modifications to the landscape plan for 1305 W. Park.woodNo action taken. Applicant shall provide 10 ft landscape buffer along Whitaker Drive orapply for a variance from Zoning Board of Adjustments.9.Consideration and possible action regarding the review and possible amendments to theAppendix C -Zoning Ordinance of the Code of OrdinancesNo action taken. Reminded commissioners that they need to submit any commentsregarding the Zoning Ordinance to staff by Monday, June 16, 2008. Staff will compilecomments and all will be discussed at the next regular meeting.. 10. Ruben Garcia -?? 13.Consideration and possible action regarding possible amendments to Appendix C - Zoning Ordinance, Permitted Use Table Motion to Approve: O'Farrell Second: Brown Vote: Unanimous ( 4 to 0) Motion Carried 14.Updates from Commission sub-committees a.Update from Zoning Ordinance review Subcommittee -still in process of reviewing Zoning Ordinance b.Update from Downtown District Subcommittee -Committee members have had discussions with the mayor and city council; work in progress c.Update from Commissioner Moghaddam regarding the Design Criteria Manual - still in process of reviewing DCM and comparing it with Subdivision Ordinance 15.Communications from the Commission None 16.Reports a.Council Liaison -None b.Staff -Miller presented the May 2008 DRC report to the Commissioners and reminded them of work session and public hearings on June 16, 2008. 17.The meeting was adjourned at 8:21 pm.
