FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 1.The meeting was called to order at 5 :00pm with the following people in attendance.Chairman Jim Gibson Commissioner Michael Brown Commissioner Hassan Moghaddam City Attorney Bobby Gervais Development Coord. Aubrey Harbin 2.Discussion with the City Council regarding:Commissioner Kevin Holland Commissioner David O'Farrell Commissioner Mark McLean City Planner Mona Miller CD Director Les McMahen a.Amendments to the Sign Ordinance for business complexes and definitionsTwo issues were discussed, one being that developments, such as business parks, that have small frontage on major thoroughfare and go back with blocks. Presently, they are not allowed to have signage on the major thoroughfare because it would be considered off-premise advertising. Adding the definitions of development and lot would help with this situation. The second issue is developments with buildings larger than 40,000 square feet are allowed to have two multi-tenant ground signs, but staff needs interpretation as to when those signs can be built. Does the building have to be built in order for the sign to be installed or is it good enough that the signs are approved on the site plan? It was decided that both signs should be approved on the site plan and allowed to be built at the same time, but no advertising would be allowed on the signs until the building was built. It was suggested to tie the usable signage to the issuance of a Certificate of Occupancy. The definitions oflot and development, as proposed, were left unchanged. Conditional off-premise signs are okay in the case of business parks. 1 b.Amendments to the Subdivision Ordinance regarding maximum block lengths. Planning and Zoning Commission proposed changes to the subdivision ordinance to allow discretion on block lengths similar to that of cul-de-sac length discretion. It was agreed that adding the proposed verbiage to the subdivision ordinance would allow discretion, but also provide guidelines for developers, staff and commissioners to follow in regards to block lengths. 3.The meeting was adjourned at 5:50pm.
