MINUTES OF A SPECIAL MEETING AND JOINT PUBLIC HEARINGS OF THE CITY
OF FRIENDSWOOD PLANNING AND ZONING COMMISSION, HELD MONDAY,
APRIL 21, 2008, AT 5:30 PM, IN THE COUNCIL CHAMBERS OF CITY HALL,
LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS
SPECIAL SESSION
The special session was called to order at 6:09 pm with the following present:
Chairman Jim Gibson
Vice Chairwoman Sherry Weesner
Commissioner Michael Brown
City Planner Mona Miller
Dir. of Community Dev. Les McMahen
Commissioner David O'Farrell
Commissioner Mark McLean
City Attorney Bobby Gervais
Development Coordinator Aubrey Harbin
Dep. Dir. of Comm. Dev. Frank Manigold
1.Discussion with City Council regarding amendments to the Sign Ordinance
Commissioner McLean explained that the Commission received direction from the City
Council to review the non-conforming and obsolete signs section of the Sign Ordinance.
He stated that the Commission felt as if the ordinance, as it was written, would not have
held up in comt and proposed amendments. Commissioner McLean then explained the
proposed amendments.
2.Discussion with City Council regarding amendments to the Subdivision Ordinance
Chairman Gibson stated that the proposed amendments to the Subdivision Ordinance are
regarding exemptions to the platting requirements. City Attorney Bobby Gervais explained
the proposed amendments and attached drawing.
Mayor Smith explained that, in order to speed up the process, the ordinance can be posted
after the Planning and Zoning Commission makes their recommendation, instead of
waiting for the item to make its way to the City Council agenda meeting.
Commissioner O'Farrell entered the meeting at 6:28 pm.
3.Discussion with City Council regarding amendments to the Downtown District Ordinance
for supplemental requirements
Chairman Gibson explained the proposed amendments. Vice-Chairperson Weesner stated
that this amendment will only clarify non-conforming in the Downtown District; however,
the Commission, staff and legal are working on amendments to the non-conforming portion
of the ordinance for the entire city.
A lengthy di�tmssion ensued regarding the approval process for ordinance amendments.

The Joint Public Hearings were called to order at 7: 10 pm.
2.Receive comments from the public, both oral and written, regarding amendments to
Appendix B of the Subdivision Ordinance to revise platting requirements for various
subdivisions of tracts, lots or parcels of land
No one spoke in support or opposition of the proposed amendments.
