HomeMy WebLinkAboutP&Z Minutes 2008-03-31 SpecialI l MINUTES OF A SPECIAL MEETING OF THE CITY OF FRIENDSWOOD PLANNING AND ZONING COMMISSION, HELD MONDAY, MARCH 31, 2008, AT 6:00 PM, IN THE COUNCIL CHAMBERS OF CITY HALL, LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS 1.Call to order The meeting was called to order at 6:07 pm with the following present: Chairman Jim Gibson Commissioner Mark McLean Commissioner Brown City Attorney Bobby Gervais Vice Chairperson Sherry Weesner Commissioner David O'Farrell Planner Mona Miller 2.Discussion _regarding Downtown Development Options with the City Council and Community and Economic Development Committee Members Mayor Smith explained that he has compiled some solutions that he feels will help to resolve specific challenges with the downtown district. He stated that he thinks the downtown district will attract small developers, possibly local, that do not have a large staff. Therefore, one of his solutions is to immediately appoint a staff liaison to assist developers. Mayor Smith explained that City Manager McDaniel has appointed Morad Kabiri as that staff liaison. The 378 and 380 grant programs were discussed at length as incentives for those developing and/or redeveloping in the downtown district. Mayor Smith asked the Community and Economic Development Committee to consider proposing a 378 grant program and amendments to the current 380 grant program. A lengthy discussion was then held regarding different options for long term staffing suppo1t. Mayor Smith asked the Planning and Zoning Commission to review the development process and how to streamline it. Next a discussion was held regarding the possibility of a 4B Sales Tax Referendum and how to handle major infrastructure issues to assist in the downtown district revitalization. 3.Adjournment The meeting adjourned at 8:30 pm.
