FRIENDSWOOD DRIVE FRIENDSWOOD, TEXAS 1.The meeting was called to order at 7 :02pm with the following people in attendance. Aubrey Harbin Vice Chairwoman Sherry Weesner Commissioner Michael Brown Commissioner Hassan Moghaddam City Planner Mona Miller 2.Communication from the public/committee liaisons Billie Melancon, 6 E. Castle Harbor, asked what was going to happen to the trees that are not marked on the map and how large of a park area the new development would provide. Brett Nichols stated that trees not marked on the map will be removed because they are located where the roads will be built and that the park will be approximately half an acre. Jim Vogas, 16 W. Castle Harbor, said he delivered a letter yesterday for the Commission. He said he is concerned with safety issues of the intersection at W. Castle Harbor and Firebird Trail. Al Kelly stated that the plat violates city code and asked if long-time residents and voters of Sunmeadow subdivision should be ignored. Faye Roberson, 422 W. Castle Harbor, said the engineer stated that the final drainage plan has been approved but that this is a preliminary plat. She said the curve on W. Castle Harbor is dangerous. Paula Oddo, 148 St. Andrews, president of the Sunmeadow HOA, stated that narrow streets cause waiting and on-street parking in Sunmeadow. She said she would like an un-biased traffic survey done. She stated that she talked to the drainage district about the completion of drainage projects for Sunmeadow subdivision and that the drainage district said that the Trails @ Friendswood would fix the drainage problems. Sherry Lapoma, Sunmeadow, said the comm1ss1on has discretionary power and, as a resident of the City and Sunmeadow, she asked the Commission to take responsibility to represent the current residents. Frank Stanford, St. Cloud, said Millennium has not been a friend of the Sunmeadow Subdivision and he does not think they are going to help. 3.Consideration and possible action regarding the Preliminary Plat of The Trails at Friendswood, being 272.99 acres situated in the William Henry Survey, Abstract 84, and the Mary Sloan Survey, Abstract 184, City of Friendswood, Galveston County, Texas Motion to remove from table: Weesner Second: Holland Amended Motion that no construction traffic is allowed on West Castle Harbor; 911 gates installed on Dorado and Firebird Trail at the plat boundary; and a park with appropriately designed emergency traffic lane at the end of Fire bird Trail: Weesner Second: Holland Vote: Unanimous Main Motion to approve the preliminary plat as amended: Holland Second: Weesner Vote: Unanimous Motion Approved Motion Approved 4.Consideration and possible action regarding pos::-iuk cuuendments to the Code of Ordinances regarding references to sidewalks No action taken. 5.Consideration and possible action regarding possible amendments to Section 6 of Appendix C, Zoning Ordinance of the Code of Ordinances, regarding non-conforming lots, structures, uses of land and structures and characteristics of use No action taken. 6.Consideration and possible action regarding possible amendments to Appendix B, Subdivision Ordinance of the Code of Ordinances, regarding platting Motion to approve: Weesner Second: Holland Vote: Unanimous Motion Approved 7.Consideration and possible action regarding downtown district/development issues No action taken. 8.Consideration and possible action regarding sidewalks on open ditch streets No action taken. 2 I i l 9.Consideration and possible action regarding the April 17, 2008 regular Planning and Zoning Commission meeting No action taken. 10.Communications from the Commission 11.Reports a.Council Liaison -None b.Staff -Mona Miller reminded Commissioners of a JPH on April 21, 2008, at 7:00pm.
