PLANNING & ZONING COMMISSION
MINUTES OF A
REGULAR MEETING
THURSDAY, FEBRUARY 7, 2008

1.The meeting was called to order at 7:03pm. The following people were in attendance:

4.Certificate presentation by the City Manager
Motion Carried
City Manager Bo McDaniel presented tlu·ee staff members with certificates for
completing proficiency tests over the plam1ing and development operations. Staff
members receiving the certificate were Frank Manigold, Mona Miller, and Aubrey
Harbin.
5.Consideration and possible action regarding a request for a plat extension on the Final
Plat of Stonecreek at West Ranch, Section 2
Motion to approve: O'Farrell

Vote: Unanimous (6 to 0) Motion Carried
City Planner Mona Miller explained that the final plat was about to expire and
construction was not complete. City Attorney Bobby Gervais explained that the
ordinance allows for a one time six month extension. Adam Lambert, project manager
for Friendswood Development, explained that the subdivision should be complete in
about a month. They had an initial inspection and are working on correcting a few items.
6.Consideration and possible action regarding a request for a plat extension on the Final
Plat of Creekside at West Ranch, Section 2

7.Consideration and possible action regarding possible amendments to Appendix A, Sign
Ordinance of the Code of Ordinances
Motion to Approve: Moghaddam

8.Consideration and possible action regarding possible amendments to Appendix B,
Subdivision OrJi11<:u1l:c u[ i.he Code of Ordinances, regarding platting
Motion to approve: Brown

McLean asked that "and" be added to a, b, and c in subsection 3 to require all items. City
Attorney Bobby Gervais explained that the Sept. 25, 1985 date was when the city first
adopted a subdivision ordinance. O'Farrell asked to move that date back a year or two,
maybe to 1987. He stated that it took the city some time after adopting the subdivision
ord inance to get all of the quirks worked out of the ordinances. Weesner suggested used
the date when the ordinance was codified in the Local Government Code, which was
Sept. 1, 1987. Greg Crinion, attorney for Tracy Goza, presented some changes for the
Commission to consider.

9.Discussion and possible action regarding existing non-conforming structures
P&Z members expressed concern that the understanding and intention for the non
conforming structures and lots section of the zoning ordinance was not the same as the

current staff interpretation and asked staff to present P&Z possible amendments to the
ordinance that could bring the interpretations into aligm11ent.
10.Communications from the Commission
Moghaddam explained that he attended the CEDC meeting for Gibson. At the meeting
he stated that they discussed the Comp Plan revisions currently being reviewed and that
the City needs more parks.
11.Reports
a.Council Liaison -Councilman Jim Hill stated that the intent of the non
conforming ordinance is to help development.
b.Staff -City Planner Mona Miller reminded the commissioners of the JPH on
Monday, February 18. She also reminded the commissioners of the conference in
Austin March 5,6,7.
