MINUTES OF A WORK SESSION OF THE CITY OF FRIENDSWOOD PLANNING AND
ZONING COMMISSION, HELD MONDAY, OCTOBER 29, 2007, AT 6:00 PM, AT THE
FRIENDSWOOD CHAMBER OF COMMERCE MEETING ROOM, LOCATED AT 1100 A
S.FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXASThe meeting was called to order at 6:00pm. The following Planning and Zoning Conunissioners were present: Commissioner Sherry Weesner Commissioner Michael Brown Commissioner Hassan Moghaddam Mona Miller, City Planner Commissioner Mark McLean Commissioner Roy Klusendorf Commissioner David O'Fanell Aubrey Harbin, Development Coordinator Discussion with the City Council and the Community and Economic Development Committee regarding: 1)Presentation by Jason Murasko, Assistant Professor of Economics, University ofHoustonClear Lake on Fiscal Impact Study for future land use options.

Dr. Jason Murasko presented an analysis that was conducted on actual City of Friendswoodstatistics from the past few years. He explained how land use, as well as expenditures andrevenues, affects the tax rate for the city.Joint discussion of proposed update to the Comprehensive Plan including:After some discussion, it was decided that there are five major factors to consider whenmaking the decisions regarding the Comprehensive Plan and the future Land Use Map,which include:1)Property Value2)Controlling/Uncontrollable Expenses3)Mix of Property4)Dependency of property tax revenues5)Type of DevelopmentThe next step is to consolidate the Future Land Use Maps proposed by P&Z, CEDC and staff into one map and to match the zoning on the map with the descriptions in the Comprehensive Plan. Mylar layers that can be laid on the map, such as a FEMA/drainage layer and a parks layer, were requested. It was also suggested that the map include a revision date. A subconunittee consisting of two members from each entity will meet to discuss the map and come up with a final submittal for the remainder of the group. The next meeting will be set at a later date.
