HomeMy WebLinkAboutP&Z Minutes 2004-08-02 Special, Joint Workshop w/ City Council[ [ Minutes of a Special Meeting/Joint Workshop Session of the Friendswood Planning and Zoning Commission August 2, 2004 A special meeting of the Friendswood Planning and Zoning Commission was held Monday, August 2, 2004 at 4:30 p.m. in the city hall council chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following members were present: Bob Bertrand Tom Burke Kevin Holland Roy Klusendorf Sherry Weesner John Olsen-City Attorney Mike Hodge-Director of CD and PW Dan Johnson-Deputy Director of CD Diana Steelquist-Planner Cheri Skelton -Development Coordinator With a quorum present, Mayor Brizendine called the meeting to order to consider the following. Joint Workshop Session Call to order: 1.Discussion with City Council regarding: A.Governance discussion with Planning & Zoning regarding Zoning Principals (environmental Scan-Using West Ranch as an example) (40 min.) Staff presented an environmental scan using the West Ranch project as an example. There are essentially four items in the Governance Process: 1.Subject Overview (Environmental Scan) 2.Public comment 3.Development of draft ordinance or policy 4.Adoption ( or revision) of ordinance or policy The Environmental Scan ( or Rezoning Report) includes a review of sub-categories such as Comprehensive Land Use Plan, Major Thoroughfare Plan, Master Drainage Plan, etc., which the development must address in order to be presented to Planning & Zoning and City Council. The report from Staff will document whether the proposed development meets or exceeds and each plan. Adding this step to the governance process would allow the public more information regarding the proposed development and provide the decision-makers with a more comprehensive impact assessment tool. Overall, the City Council and Planning and Zoning Commission felt the Governance Process using an Environmental Scan/Rezoning Report was a w01thwhile idea and the more infonnation the public was provided with about a project, the better. The Commissioners present also voiced the opinion that Staffs rep01t be communicated prior to the public hearing and not be presented at the public hearing. Page 1 of2 8/2/04 P& Z B.Discussion with Planning & Zoning regarding proposed changes to the Entryway Overlay District (EOD) and the Downtown Overlay District (DOD) Ordinances (20 Min). Staff gave a presentation outlining the changes being proposed to the EOD/DOD ordinances. The proposed changes will clarify the EOD/DOD and make the two more consistent with each other. Some discussion between Staff, Planning and Zoning and City Council took place, especially with regards to the where the EOD/DOD intersect. 2.Adjournment With no further comment the meeting was adjourned at 6:48 p.m. Page 2 of 2 8/2/04 P& Z
