REGULAR MEETING PLANNING AND ZONING COMMISSION JANUARY 5, 1995
A REGULAR MEETING OF THE FRIENDSWOOD PLANNING AND ZONING COMMISSION WAS HELD ON JANUARY 5, 1995 AT 7:00 P.M. IN THE CITY HAIJ.. COUNCIL CHAMBERS . '!'HE FOLLOivING MEMBERS WERE PRESENT:
BAKER -CHAIRMAN DICKSON HOOVER -CITY PLANNER HENRY -DEVELOPMENT COORDINATOR BRINKMAN -SECRETARY CRESS WASSON WHITI'ENBURG DICKEY -COUNCIL LIAISON
WITH A QUORUM PRESENT, McHUGH AND FINGER ABSENT, CHAIRMAN BAKER CALLED FOR CCMMUNICATIONS FRCM THE PUBLIC FOR ITEMS WHICH DID NOT APPEAR ON THE AGENDA. HAVING NONE, THE FOLLOivING ITEMS WERE CONSIDERED:

PRE -APP SITE PLAN REVIEW OF BRAKE MASTERS -PROPOSED ON LC/I' 4 OF PARKWCX)[) CROSSING SUBDIVISION.
JIMMY THCMPSON OF LENTZ ENGINEERING PRESENTED THE PLAT OF THE PROJECT WHICH IS LCCATED IN THE PAPJ(t",UOD CROSSING SUBDIVISION ADJACENT TO THE PILGRIMS POINT SUBDIVISION. THE CWNER OF THE PROJFfl IS PROPOSING A 41,000 SQ. FOOT BUILDING WHICH WILL FRONT CN WINDING WAY. THE FUNCTION OF THE BUSINESS IS PRTMARILY BRAKE REPAIR. THE PROJECT STORM WATER DETENTION WAS DISCUSSED. THIS SYSTEM WAS DEVELOPED WHEN THE PARK WAS DEVELOPED AND WAS DESIGNED TO ACCCM-iODATE IMPROVEMENTS ON ALL THE LC/I'S WITHIN PAfW'roD CROSSING. LENTZ ENGINEERING IS THE ACTING ENGINEERING FIRM FOR THE CLEAR CREEK DRAINAGE DISTRICT; THEREFORE, COENCO WAS C01\1TRACTED BY CCDD TO REVIEW LENTZ 'S WORK ON THIS PROJECT. COMMISSIONER CRESS EXPRESSED HIS CONCERNS WITH THE LANDSCAPING. DRIVEWAY WIDTHS AND DESIGN WERE DISCUSSED AS WAS THE NEED FOR ADJOINING DR IVE-THRUS. CHAIRMAN BAKER INQUIRED ABOUT BRAKE MASTER'S PAINT CODE AND MR. HF.ADMAN, OONER OF THE PROJECT, STATED THAT THERE WAS NONE. THE CC:M-1.ISSION APPROVED THE CONCEPT AND ADVISED THCMPSON TO PROCEED.

A.STAFFHOOVER PRESENTED A C01'.1CEPTUAL SITE PLAN OF THE PROPOSEDSPECIFIC USE PERMIT REQUESTS WHICH ARE CCMING BEFORE THECCMMISSION IN THE NEAR FUI'URE. THE PR OPERI'Y IS LCCATED ATMELODY AND FM 2351. WHITI'ENBURG EXPRESSED HIS CONCERN THATTHE DEVELOPMENT BE CCMPLIMENTARY WITH THE PROPOSED ENTRYWAYORDINANCE. CHAIRMAN BAI<ER ADDED THAT THE PEOPLE DID NOT WANTAN AUTO ANYTHING ON THAT CORNER. THE PUBLIC HEARING WILLALLOiv FOR PUBLIC CC11MENT REGARDING A SPECIFIC USE ON THEPROPERTY. HOOVER COMMENTED THAT WHILE THE HCMECWNERS HADEXPRESSED A DESIRE FOR PROFFSSIONAL BUILDINGS, DAVID O'FARRELSAID HE HAD MET WITH HOMEX:MNERS AND HAD MET WITH LITTLE TO NOOBJECTION. CRESS STATED THAT AN ARTIST RENDITION WAS NICE;

HCMEVER, THE ARTIST SHOULD BE REALISTIC AND INDICATE CARS IN THE BAYS WITH THE BAY IXX)RS OPEN. THERE WAS SCME DISCUSSION REGARDING THE ACCEPTABLE APPEARANCE OF THE BUILDING AND Sa-IB SUGGESTIONS MADE TO RCJI'ATE THE BUILDING, OR DESIGN THE BUILDING SO THAT IT WOULD FIT AESTHETICAI.J.,Y IN THE NEIGHBORHOOD. WASSON ASKED THAT PARKING AND DRAINAGE BE INTEGRATED WITHIN THE WHOLE PLAN.
B.CCMMISSIONERSCOMMISSIONER CRESS INQUIRED ABOUT THE COMPREHENSIVE PLAN.HOOVER CCMMENTED THAT HE WAS GOING TO ARLINGTON JANUARY9TH-13TH FOR A BUILDING SEMINAR. WHILE THERE, HE WIIL BESPENDING HIS EVENINGS WITH J.T. DUNKIN REVIEWING THE PROPOSEDca-1PREHENSIVE PLAN. HOOVER WILL BRING THE PLAN BACK WITH HIMAND WIIL DELIVER TO 'I'HE CCMMISSION FOR THEIR REVIEW. THECCMv1ISSION MEMBERS WIIL HAVE APPROXIMATELY 'IWO WEEKS TOREVIEW THE PLAN BEFORE THE SCHEDULED WORKSHOP ON JANUARY26TH. THERE WIIJ, BE A SECOND MEETING ON THE 9TH OF FEBRUARY.
CHAIRMAN BAKER ASKED WHY THE PUBLIC HEARING FOR THEENTRY/OVERLAY PLAN WAS CANCELLED. HOOVER EXPIAINED THAT THEMAYOR WANTED CITY COUNCIL 'ID WORKSHOP IT SCME MORE BECAUSE OFTHE PUBLIC CONCERNS. IT WAS CCM'1ENTED THAT SCME OF THEPEOPLE PRESENT WERE THE VERBAL MINORITY AND NCYI' THE SILENTMAJORITY, THAT MOST OF THE CITIZENS OF FRIENDSWCX)D WANI'EDPREPI'Y ENTRANCES INTO THEIR CITY. SEVERAL OF THECOMMISSIONERS DISCUSSED THE APPEARANCE OF HIGHWAY 6 INSUGARLAND, A PROJECT DESIGNED SIMILAR TO THE PROPOSEDORDINANCE.
THE COMMISSION ADVISED HOOVER THAT THEY DID NCYI' WANT TO HOLDUP THE CYI'HER PROPOSED ORDINANCE REVISIONS REGARDING FENCING,CUL-DE-SACS, Im SIZES IN CXM1ERCIAL DISTRICTS, THE OVERLAYDISTRICT, AND THE GARDEN HCME .AMENCTv1ENTS. EVERYTHING HADBEEN HALTED BECAUSE OF THE ENTRYWAY ORDINANCE. THECCMMISSION STATED THAT THE CITY COUNCIL SHOULD BE PRESENTEDTHE ORDINANCE REVISIONS IN GROUPS OF '!WO OR THREE.
THE MEETING WAS ADJOURNED.
