1. Call to order: Called to order at 6:32p.m.
2. Discussion/approval of January 22, 2013 minutes: Martha Cotton made a
motion to approve the minutes as presented, Patty Steinke second the motion
and it passed unanimously.
3. Communications/Guest: James stated the new board members will be
appointed at the March meeting which will be Frank Garza and Chris Chism.
A. Volunteer Hours: Sherry requested board members to turn in hours their hours
for January.
B. Median Maintenance: James informed the board that there was an accident
in front of Alton Todd, and a crepe myrtle was hit by a car, the tree needs to be
replaced. James asked for a motion to purchase a new tree if the board was
interested. James stated that he received an estimate from Cornerstone for
$600 for a 15-18 ft. tall tree, installed. The board discussed and thought that was
too much and asked for a smaller tree. Patty and Jeremy suggested spending
$300 for a new tree. Patty made a motion to spend a max of $300 for a new
crepe myrtle to replace the one that was hit by a car at the median near Alton
Todd, Martha second the motion and it passed unanimously.
C. Stevenson Park/Reader Board/City Hall-Color for spring: Sherry stated that
Kimberly will monitor the color of the Stevenson Park Bed since Loretta is no
longer a board member. Kaye suggested dwarf Pentas to be planted in beds
at Stevenson Park. Kimberly informed the board that her goal is to have the
beds ready by the Fig Festival.
D. Keep Friendswood Beautiful
**Judging Expenses: Sherry is leaving tomorrow to participate in the judging for
Keep Texas Beautiful Governors Award. Sherry asked board if KFB will cover her
travel expenses to Austin for this purpose. Kaye moved not to exceed $350 on
the travel expenses to participate in the Keep Texas Beautiful Governors Awards
judging, Martha second the motion and it was approved unanimously.
**Spring Sparkle: The event is scheduled for April 13; Fall Haul is scheduled for
November 2nd.
**2012 Governor's Grant Completed: Sherry informed the board that the grant is
completed and has been submitted, we will know the results on April 1st.
**KTB Conference June 17-20 in San Antonio: Sherry asked if any of you that are
interested in going please let Kimberly know soon.
E. Committees
**Business Beautification Award: Sherry stated that the sign is at Mary Queen, it
looks good. Kaye suggested that Parkwood Animal Hospital receive the award
for the 2nd quarter. Kaye made a motion to award Parkwood Animal Hospital
receives the 2nd quarter beautification award, Jeremy second the motion and
the motion passed unanimously.
**Fig Fest Participation: Sherry informed the board that April 20th is the date for
the Fig Festival; she asked the board if they want a booth and have Figgy
participate? The board stated yes. Kimberly will submit KFB’s application for the
event and order promotional material for the event.
F. 2013 goals/projects update:
**Street sweeping: James Toney contacted both Harris County and Galveston
County about street sweeping FM2351. Harris County TXDOT stated that they
usually maintain from Beamer to Blackhawk, but they said they will sweep up to
Diamond. James then called TXDOT with Galveston County; they said you can
do what you want as far as cleaning the curb areas of FM2351 on the Galveston
County side. James stated we have a municipal agreement with them; we
assume responsibility for Galveston County roadways and will need to have a
flashing truck and road man during cleanups. James stated that Corey with
Cornerstone agreed to take care of this at an as needed basis. James stated
that I have been in contact with Calvary Church and they want to do another
cleanup project, they want to clean FM2351 Galveston County side and clean
the Harris County side off of the TXDOT right away which is 10ft from the street.
May 11th is the scheduled Calvary Chapel cleanup from 9am-12pm. We’re
going to get with Progressive and request a roll off to dispose of all the branches
and debris in that area.
**Additional entrance signs: Sherry asked the board to see if we want to
investigate that, it all boils down to land acquisition. James Toney stated you
have to get that land owner to allow us to donate an easement to allow the
city to install a sign on their property. Chris stated he will take it on. Patty would
like to see a sign by rancho Viejo. Jeremy, Chris and Patty will be looking into
property acquisition for the signs. James stated we need $20,000 to pay for the
sign.
**Lights on water tower on FM528: Kaye stated the Focus on Friendswood
newsletter had a picture of a water tower that was lighted. How was that lit?
James Toney stated the city had the budget to repaint it and the school funded
the painting of the horse on it and lighting the tower by using one of their field
lights. Kaye stated that the tower by the sports park already has electricity on it.
Jeremy stated that the wattage is too low to install a light. James Toney stated
he would have to get with the putting range to allow us to put a light on their
property. James Toney stated it might interfere with their property. Kaye stated
we don't have land to put a sign out there so that’s why I want the water tower
lit. James stated we would have to look into land acquisition put a sign off of
FM528 coming in from Alvin. Sherry suggested looking into installing an entrance
sign in that area. Martha, Kaye and Jeremy agreed to look into acquiring land
off of FM528 for an entrance sign.
**Banners on FM528 softball field: James stated 3 banners could be installed in
this area. Possibly having the banners with pictures of girls’ softball, lacrosse and
football. Patty made a motion that we look into designing 3 banners for Moore
Rd, Jeremy second the motion and it passed unanimously.
**Landscaping on fm2351 and 518: James showed the board the design of the
FM2351 irrigation and landscape project. James stated the first median at
Beamer would be fully irrigated; the entire median would be fully landscaped
including the entrance sign. James Toney stated a much brighter solar light will
be installed at the FM2351 entrance sign median with Jeremy's help. James
stated were also going to have bull rock and boulders installed within the
medians. James stated we won’t be irrigating all the medians. Sara asked
when will the project start, James stated that this project will start in a few
months at a cost of $400,000. Kaye asked if citizens can get the Magnolia trees
that will be pulled out to start the new project. James stated he could ask the
contractor, but Kaye decided to tell them no. James stated the bid process will
begin in April and hopefully get council approval in May. The projected will
probably take 3 months to complete. Solar irrigation will be installed for this
project.
**Recycling Christmas trees-Susan did check into this with Texas New Mexico,
but Keep Friendswood Beautiful decided that they are not interested in
mulching trees for the beaches.
G. New Business: Back the bay, Sherry informed the board that Susan is getting
more information for that project. We need a waterway project for the grant for
next year. Paul stated he will find us some creeks to clean up.
Paul stated the bond advisory group has had several meetings. The
subcommittees are separated into Parks, Streets/Drainage, and Facilities. It has
been very interesting from our subgroup and we have made aware of the
different projects that are going on and the proposed projects.
Sherry stated she has been fortunate to be able to participate on the bond
committee; it has been an eye opener for me. The group is extremely positive
and motivated. These are people that truly want to help parks, facilities, streets
and bring them up to standards in this city. I find it very rewarding and I hope
that people will listen. I think the next step is educating the people.
Sherry informed the board that the city is interested in participating in the Scenic
City Certification. There is a $500 application fee. Kaye moved to spend $500
on the registration fee for the Scenic City application, Jeremy second the
motion and it passed unanimously.
Kaye asked maintaining the post office is Keep Friendswood Beautiful’s
responsibility. Sherry stated no and to remove the Keep Friendswood Beautiful
sign from the post office.
