HomeMy WebLinkAboutKFB Minutes 2012-05-22Keep Friendswood Beautiful Minutes May 22, 2012 Board members in attendance: Frank Garza Sherry Goen Loretta Murphy Susan Stephens Susan Delcambre Kaye Corey Paul Marx Mary Stockwell Pat Sullivan, Guest Barbara Wood, Wedgewood Village HOA James Toney, Director of Community Services Kimberly Ramirez, Staff Robert Bertrand, Wedgewood homeowner Billy Enochs, Council Liasion 1. Call to order: The meeting was called to order at 6:30 p.m. 2. Discussion/approval of April 24, 2012 minutes: Loretta Murphy made a motion to approve the minutes as presented, Kaye Corey second the motion and the motion passed unanimously. 3. Communications/Guest: Sherry Goen welcomed Pat Sullivan and she informed the Board that she will be a KFB member in July. A. Volunteer Sheets: Sherry informed the board that we have 1,100 hours so far. She stated that she could split the hours for each event, she thank the board and informed them to keep them coming. B. Median Maintenance: James Toney stated that we're still waiting to start the landscaping on FM2351. Kaye asked if we have a timeline. James Toney stated that the reader board will be starting soon, around 15 or 30 business days to start production of the reader board. Kaye asked as far as any work on FM2351 medians, will we start in the fall. She stated that it would be a good time to plant the medians in the fall. C. Budget Update: Kimberly Ramirez informed the board of the current balance of the KFB budget and what is left after the items that are budgeted for the remainder of the year. Kaye made a motion to replace a couple of crepe myrtles on the FM518 medians, Loretta second the motion and the motion passed unanimously. D. Keep Friendswood Beautiful **KFB Annual Report to Council June 4, 2012: Sherry invited the board to attend the council meeting and that Kimberly Ramirez will be prepare a PowerPoint that will be presented at the meeting. James Toney suggested making buttons with Figgy’s picture on it. **KTB Conference: Sherry stated that Kimberly Ramirez, Susan Stephens and Martha Cotton will be going to this years the conference **Matching Grant Applications: Kimberly Ramirez informed the board that the HOA that applied for the grant has backed out. **Banners for Renwick Park/Picture for Banners James Toney stated that he hasn’t received the pictures from Little League yet. Loretta would like to move forward with the design. James Toney stated we could use the Friendswood Little League logo and use generic pictures of kids playing baseball. **Affiliate Signs: James Toney stated that everything has been turned in to TXDOT; we have to go thru a whole new process now to get signs approved now. We currently wait for final approval from TXDOT. **Summer Camp--Visit from KFB Mascot/Recycling Project: Sherry stated that she did speak with Michael Boyett; he's over the summer camp program. He’s going to let Figgy make an appearance with an environment/recycling lesson for the summer camp participants. He’s open on what time to do this. Sherry stated it would be easy to do if anyone wants to chair that to come up with something we can do with the kids. Loretta suggested planting something. Theirs 6 sessions. Susan Stephens stated she will be willing to help come up with ideas, Sherry and Pat Sullivan will be on the subcommittee too. E. Decision on Blackhawk Reader Board: Barbara talked to James Toney and they just want to know what’s happening. We wanted to make sure everything worked well together. Hearing that you’re putting in the reader board and that yall are planting around the reader board with the added irrigation. We’re hoping that we get some water. James Toney stated that originally we were going to put it on the median on FM2351, however TXDOT said no, due to it’s an electronic reader board sign and it poses safety risk, so our next option was to put it on the Blackhawk median and have it installed parallel to Blackhawk. It’s a 2 sided sign. The city is adding vegetation, irrigation to the median with the sign and also adds a water line to the Wedgewood median. The city will be putting irrigation in the front and you guys will have your own controller on the Wedgewood median but it you are suggesting to have 2 meters 1 for each median I can look into that too. We can also put electricity on your median so you could possibly add light to your median to. Mr. Bertrand suggested if someone could photoshop the medians and adds the new sign in the pictures. He stated he would hate to lose our sign as an identifier. He would like to see how this is going to look before we start digging holes. He is also concerned that the HOA will have to pay for the median that the city maintains. James stated the concerns are taken but their is an expense for 2 meters. Maybe we can see what are the projections for how much this is going to cost. James Toney stated that it is easier to get 2 meters. Susan D stated that we could have drip irrigation and plant native plants. James Toney stated we're waiting for permits and we'll issue a PO to get things moving on the sign. KFB group is in support of the sign. Barbara stated that she is only one member of the HOA board and was asking if she had to make this decision tonight. James Toney stated no, but we will be moving along with the installation soon. Robert asked can we still have a say so that we can provide comment. James Toney stated you can do this at any point in time but we are moving along with this soon. Robert asked how much the water and electricity would cost and would like to know what this sign will look like photo shopped in the median. Barbara stated that she can get opinions on Thursday at the HOA board meeting. James Toney stated that we can meet with members of your board and with city staff. If we have to have a meeting on site, we can do whatever it takes to answer your questions. Barbara stated she will get back with you as quickly as you can. Sherry stated that we (the board) just make recommendations. Robert thanked everyone for hearing his comments. Susan D. asked if the landscaping has been contracted yet, James Toney stated make a recommendation. Sherry asked who is maintaining the sign. James Toney stated that the city contractor will maintain the medians. Sherry asked if the rest of the medians have regular irrigation, James Toney stated yes expect from the public safety building. Sherry asked will it make that much difference. She stated that the new sign will not interefere with the current sign. Kaye stated the current sign now is not lit but it does have electricity. Kaye stated years ago when the Wedgewood sign was installed they drilled at the Valero light pole and bored to the Wedgewood median sign. James Toney stated that he has talked to the president already and he called 3 or 4 members to concur that they approve the idea of installing the new median. F. Committees: **KFB 4th of July Participation: Sherry asked the board if they would like to participate. The board stated yes, they would like to participate. Sherry suggested having a booth at the evening program to sell cotton candy. Kaye suggested making it in advance. **Business Beautification Award--New Sign: Frank will contact Sign City tomorrow. Paul do we need to go ahead and vote for the next quarter beautification award? The board voted on Texas Gulf Bank. **Sub Committee on Downtown Development Report: Sherry stated that Paul did a great job with the report. Paul stated that they presented it last Wednesday. P & Z will review it and possibly make some changes and will be on the next agenda. We’re hoping they will approve it and present it to council. P & Z stated were trying to put something in place that will last into the future. **Park Pals Report/Fundraising: Loretta stated we had a meeting today and we have been selling raffle tickets and have brought in around $300. We will be selling tickets thru July. Loretta is selling raffle tickets 2 for $5. G. New Business: Sherry stated that Kaye wanted to talk about the political signs. Kaye stated that their everywhere, everyone is up in arms on how awful it looks. We can’t do anything about political signs on people’s property but we can do something about the amount of signs on city property. It’s not just us it’s everywhere. I was asked to bring this to KFB to try to change the ordinance to help the astitics on city property. Sherry stated the process is that we need to look at and study the topic, she suggested forming a sub-committee. We really don’t have enough information to discuss this. Sherry gave Kaye information on the sign ordianance, check with city secretary on approving the signs. If we get enough information about the signage I think the rest of us would be more comfortble to make that recommendation. Loretta, Kaye, Paul, Frank and James Toney will be on this committee. Theirs state and federal laws on the displaying of political signs. James Toney stated that we have a maintenance issue with mowing and irrigaiton and possibly just ask for grass signs around city hall. I know League City just recently changed their ordinance to only limit to grass signs. Maybe we can get information from League City. James Toney stated that were having a Memorial Day celebration and theirs tons of signs in the memorial area, it looks like were going to get them down before the Memorial Day celebration. Billy informed the board that we’re moving into our budget cycle for next year, so if there’s anything that you want please let me know so i can fight for it. Loretta would like more solar lighting at Stevenson Park. Billy suggested adding to our presentation. Next Meeting--June 19, 2012 4.
