Call to order: Meeting to order at 6:34p.m. 2. Discussion/approval of April 26, 2011 minutes: Loretta Murphy made a motion to approve the minutes as presented, Paul Marx second the motion and the motion was approve unanimously. 3. Communications /Guest: Sherry Goen introduced Todd Mendehall as a guest to this month’s meeting, he has filled out a volunteer application and would like to work with Keep Friendswood Beautiful, Sherry told Todd that she hopes he likes what see’s at the meeting and will join our board. A. Volunteer hours for April, May, and June: Sherry informed the board to email John Merrifield your volunteer hours. B. Median Maintenance: Sherry hates to bring up the medians because their looking sad but she thinks we’re doing all that we possibly can do, Friendswood Dr is still being watered. Loretta Murphy asked if the roses were trimmed at the Public safety median. Board questioned if it is ok to trim them, master gardeners suggested not to in this heat and wait until we get rain. Gail Rodgers asked about the Perry’s median on Friendswood Dr, James Tones informed her that there isn’t any irrigation at the median. C. Clean up Letters: Sherry Goen stated that Captains Corner was sent a letter on property improvement from the board a few months ago and has recently been informed that Captains corner will be landscaped within the next 2 months. D. Keep Friendswood Beautiful KTB Susan Stephens: Susan Stephens stated that Loretta Murphy informed us into that she submitted an application to TXDOT for the Don’t Mess with Texas Program. Loretta Murphy noticed that there are 2 spots adopted in Friendswood, Lord of Life church group and Hope Village have adopted spots in Friendswood and have to be cleaned up at least 2 times a year. Susan Stephens stated that 1 youth group cleaned up Cowards Creek, the Brown museum, Heritage Gardeners and Stevenson Park. The Waterway cleanup was done during Mission KFB on June 10th. All communities include an adopt a highway, cleanups, and waterway cleanups with their grant application. Paul Marx stated that there is a lot of trash on Clear Creek. Sherry inform the board that Mission KFB had 120 youth from the Church of Ladder Day Saints worked from 9am-12:30pm with the help of Gail Rodgers, Patty Steinke, Loretta Murphy, Kaye Corey, and Sherry Goen. Two of the locations put out mulch and worked with Ann Whitaker with the Friendswood Historical Society, Ann stated that there were so many things that were done during that day within 3 hours that their group would have taken many weeks or months to complete. Loretta Murphy stated that she saw 1 article about the event in the Houston Chronicle. Sherry thanked the group for helping and they informed Sherry that they would be interested in future projects. It was a great day a lot of cleanup and a lot of trash pickup; we enjoyed working with the kids. KTB Conference Report: Sherry stated the conference was outstanding, and we have brought back a lot of stuff that we learned. Sherry passed around the new Christmas ornament Keep Texas Beautiful created for this year. Susan Stephens stated that Plano implemented a zero waste program at each of their events in the city. This event helps to educate the whole city and reminds them to clean up and recycle in their community. Kimberly Ramirez informed the board of ideas they have learned at the conference. Sherry stated that every time you have a captive audience, we need a video and educational material. One city has litter messages on signs, maybe we can use this at our cleanups, as the residents wait in line in their car they are educated with messages using signage. Sherry thinks the City Hall TV’s would be great way to show an educational video on KFB cleanups and to get the littering and recycling message out. Loretta requested to have James Toney announce recycling messages at Concert and Movie in the Park to encourage cleanup at the events. Sherry stated that’s imperative that the more they do and the more they get involved the more KFB will have an impact on the community and their recycling and cleanup efforts. She also stated that we need to evaluate our programs after each event to make sure these are worthwhile experiences. Sherry read several times thru all of these towns that have won the Governors Achievement Award and they’re not doing 1 thing that were not doing it, it’s a matter of fine tuning. There’s not a doubt in my mind that we can win this grant. She stated that we need to schedule the events in advance and put the word out to local organizations, scouts, and churches. Mary Stockwell asked if we are still looking for a mascot. Marilyn Turner suggested “Woody” the bird. Mary Stockwell will be the chair for the Mascot Committee that will be creating KFB’s mascot, Marilyn Turner and Mary Stockwell will be on the subcommittee. Sherry would like to have a report to us within the next 2 months. . E. Rotary Pavilion Update: James Toney stated that the Banners came in and we plan on taking down one of the Stevenson park banner and will install the Rotary banners at the pavilion and relocate the Stevenson park banner after the 4th of July. The rotary pavilion sign has been taken down and sent to be repaired; Rotary will purchase an additional sign for the pavilion. Jeremy with Ace Hardware will be installing the sidewalk with stamp concrete but is out of pocket due to a new baby and will be installing the sidewalk within the new future. The new sign will be at the end facing the playground. F. Stevenson Park: Loretta Murphy stated that Marilyn Turner, Steve Fernandez, and Oswald are trying to save the trees. They are watering the trees daily and trying to keep the grass alive. Susan Delcambre stated that all the grass around the reader board is high and this is the reason why she wanted to install drip irrigation. Loretta stated that the grass needs water too and to let it grown. Gail Rodgers stated she would like to compliment Loretta Murphy and her team for all their hard work. Susan Stephens stated that the beds are looking so pretty in Stevenson Park. G. Positive Letters to Business: Gail Rodgers stated it’s awesome that Captains Corner will be landscaping their business property. H. Improvement Letters: Susan Delcambre stated that the old Bayou Garden locations still looks bad. Sherry Goen will email Cathy Gray. I. Committees: **Business Beautification Award Paul Marx: Paul Marx stated that we need to make a decision on the 3rd quarter beautification award. Paul suggested the Green event center. Paul Marx made a motion to award the Green event center the 3rd quarter beautification award, Mary Stockwell second the motion and the motion passed unanimously. Jacob White/Green Event Center. **Banner Committee/Report--John Merrifield: NA **Recycling Committee Susan D and Paul: Susan Delcambre stated the report was presented to city council last week; James Toney presented it to city council. In the report the board stated that the current service is not good, 1 reason is that the company spends a lot on gas with frequent pickups that pollutes the environment. The suggestion to council is to pick up trash once a week and recycle one week which will reduce pickup, bulk waste pickup we will still have but will only come when you call them. Changes to green waste, currently we use plastic bags, the garbage company has to rip the plastic bag and then throw away the plastic bag. Possibly the new refuse provider will provide containers, or use brown paper bags. Would like for our new waste provider to offer different sizes of trash containers, and issue containers considering the size of the family. A lot of cities charge you per the size of the can. Individual home owner will be charged on the size of trash container they have. The recycle container would be larger with a lid, preferably 40 gallon containers. James Toney stated the trucks will be automated for recycle and the trash pickup. The council asked Cindy Edge to get quotes on what it would cost for this service. James Toney stated that the Council was not convinced on how the 1 trash pickup per week would work so they wanted to obtain quotes for pick up for twice a week. Sherry Goen questioned what the timeline on this is. James Toney stated that it takes 120 days to go out for a RFP. IESI will have to submit our cost difference in August; the city will be going out for bids to get quotes from other vendors to compare prices for current service, proposed services, and the request from council to have a pickup twice a week. Paul Marx stated that refuse rates will go up in August. Susan Stephens asked if other cities our size are going in the same directions to 1 day a week pickup. Sherry Goen stated that other cities have addressed this issue at the conference. James Toney stated that if we go with IESI, they will purchase natural gas trucks with the new contract. Susan stated that a lot of people don’t know what to recycle. James Toney questioned if KFB wants to have the new recycling program be associated with KFB. Sherry Goen stated that she would defiantly want to work with the new company and have KFB contribute with the recommendations for the new garbage contact. Susan Delcambre made a motion that as the recycling committee winds down that KFB will assimilate the role of the Recycling committee for recommendations to council for the new refuse contract, Paul Marx seconds the motion and the motion passed unanimously. **Sub-Committee Report: Sherry informed the committee that sending reply all emails to the committee is a violation of the open meetings act. She reminded board members that we need to send questions via email to the individual board members and not to reply all to a notice. The Fall Haul is scheduled for November 5th, Susan Stephens stated that she likes the idea of partnering more with the Scouts and the interact clubs. Gail Rodgers is going to meet with the Rotary, Lions club, chamber, prayer breakfast. Patty Steinke is going to meet with the school districts to establish a partnership with KFB. James Toney stated to go thru 1 teacher; we might have to go from the bottom up. James suggested for Patty to contact P & Board member, Tierni Sager. Kimberly will send Patty, Terni’s contact information. The KFB Subcommittee will meet again in late August. **Fourth of July Parade float and booth--July 3 (Sherry’s house 6pm): Sherry stated to meet at her house, at 6pm. 4.
