Call to order: The meeting was called to order at 6:32p.m. 2. Discussion/approval of August 24, 2010 minutes: Marty Abbe made a motion to approve the minutes as presented, Frank Garza seconded the motion and the motion was passed unanimously. 3. Communications/Guest: Penny Burke stated that the mowing of the buyout properties has been going on between 10 to 12 years for 139 properties the city agreed to mow the front yard of each buyout property. So far, $750,000 has been spent on the mowing of the buyout properties. I would like you to ask council to have more of the property go back to the natural state and have the HOA’s take over the property. Mrs. Burke would far rather see the trees come back and then their wont be a need to mow once the trees have grown. IESI Royce Gray on recycling options-Royce was guest for tonight’s KFB meeting, he stated he has never seen a city spoiled; you guys do more than an other city he’s ever worked for. A truck drives by every house 4 times a week; other cities don’t have the garbage and recycling services that are provided to Friendswood. Royce stated he would like to take 4 people from the City of Friendswood on a field trip to the McKinney recycling center; it has been open 4 months. At this facility, they recycle Wal-Mart and HEB grocery bags; they can recycle 10 % of the bag. McKinney has a population of 95,000. If you really want to be green, do the right thing you can recycle. The truck goes by each house in Friendswood 4 times a week. IESI would like to start using 95 gallons recycling cart if a next contract is signed by the city. Royce stated that the residential trash will be 80% less. McKinney comes by the house 2 times a week. He stated that Friendswood has the biggest green waste pickup of all other cities. On the green waste, the plastic bags have to be ripped off in order to recycle the green waste. IESI would like to start using paper bags for green waste. The bags are available at Wal-Mart. Royce stated 60% of residents recycle in Friendswood. Royce asked for help from the board members to get feedback from residents. He wants to see the city move forward with recycling. Royce stated the IESI would like to invest 3 or 4 millions dollars in the City of Friendswood but IESI needs a 5 year contract. Royce Gray stated that now, Friendswood’s trash goes into Waste Mgmt’s landfill. Waste mgmt is using the old Abitibi site and improving the recycling center similar to IESI’s facility in McKinney. It cost 50 dollars a ton to recycle. Cost of picking up the recycle waste cost the same and picking up trash. Sherry Goen introduced Gary Williams, the new parks superintendent to the KFB Board. **2011 KTB Grant--October 22nd Meeting **Banners for Centennial Park: James Toney stated that we had different shots of pictures of events at Stevenson Park. Have committee choose pictures and order 6 banners. Loretta Murphy had an idea to superimpose several pictures of the amphitheater, children and the flag on the 4th of July. **Landscaping at Hangar (Nick Strope) November 21st and 22nd. He will have a car wash to raise money for the Eagle Scout project. He will take out the soil and cut back the shrubs. Use new soil and align all the plants and shrubs and add a new layer of mulch. Cutting 75% of the shrubs off, planting mums, crotons, and agelmons in an alternating pattern. Nick stated that yellow bells will be planted in front of the 2 AC units and he will also power wash the hanger, and add bird houses around the hangar. Nick has been soliciting money from Houston garden center, Lowes, and Home Depot. Project will take 50 man hours. Loretta stated that we need a sign for Jones Hangar in front of the building. James Toney stated that he could recycle one of the wooden entrance signs. **Replacement Plants at Library Youth to Adopt a Spot- Loretta Murphy stated that she planted new flowers and the library bed is doing well. **City Hall Power Wash-Kimberly Ramirez stated it is scheduled to be done after the election. **Webinar on Nov 3rd 11am regarding 2011 Grant-Sherry Goen encourage board members to register for the webinar. . A. Volunteers Hours for October: Sherry Goen instructed board to send hours to John. B. Median Maintenance/New Plants/Irrigation: James Toney stated that some of the medians are smaller and some are larger, Kaye Corey’s drawing for the medians will vary. James Toney stated that the contractors will probably be putting in less than 20 trees in the medians, and will start planting in about 3 weeks. Cornerstone maintenance has agreed to maintain the small median in front of Sonic and will be installing stamped concrete into that median. Paver stamp in each end of the medians and sleeves that will allow the flags to be put in. Penny Burke stated that the dirt has been put in the medians is like concrete. James Toney stated that top soil will be put in before the vegetation is planted. C. Clean Up Letters: NA D. Keep Friendswood Beautiful Grant: Sherry stated the webinar is in November and after the training they feel they will really start pushing it until January. Sherry Goen registered KFB for recycling day which is Nov 15th and will put it in conjunction with Fall Haul. E. Tree Giveaway Purchases: Kimberly Ramirez stated the trees will be purchased this week. F. Stevenson Park **Adopt a Bed Signs-Kimberly Ramirez stated the signs are scheduled to be installed this week. G. Positive Letters to Businesses for Property Improvement: Sherry Goen stated that she sent Amoco a nice property improvement letter. Interact club at the high school is cleaning up after the football games. Amber Smith is the sponsor and would like to have KFB send a letter of appreciation. Nov 4th is a home game, if you could come out after the game and wear the shirts and take pictures of helping clean up after the game. Kimberly Ramirez will contact FISD to have KFB involvement announced at the game. H. Improvement Letters: The old Bayou Gardens location has overgrown grass, send to Cathy. Frank Garza stated that on FM518 and FM528 on Winding way has overgrown grass. **Placement of El Dorado entrance sign: The sign has been moved to another property adjacent to the original entrance sign location. James Toney suggested sending 4D Sign Works a letter of appreciation. The crepe myrtles from the 518 median will be moved to the El Dorado sign location once water is installed at that location. James Toney stated their is water at the 518 location and public works will install the water at the El Dorado location but will have to pay for the water at the FM2351 location because contractors will have to bore under the street to connect water. J. KFB Website--Any Tweet or Website Ideas? Sherry Goen stated that KFB was on the FISD website for the Beautification award that was presented to them. Sherry stated that a liter survey will go out for the month of November. K. Committees: Fall Hall A Day-Nov 6- Pick up signs to put out on Wednesday Nov 3 Sonic Lunch--Contact Pete-Gail will contact Pete City Street Sign and Garbage Sale sign at entrance to Centennial-Kimberly will take care of the signs. Drinks for Workers-Kimberly will get drinks Notify HOA’s/Charity for Pick up/Animal Habitats-Sand Dollar Material to Distribute Santa in the Park--December 11- Gail Rodgers stated that the event has been fully funded by sponsorships. Church groups will be involved in selling baked goods. New Business: Sherry Goen stated that she wants to continue as chair person and John Merrifield as the vice chair. Marty Abbe and Frank Garza seconded. Gail Rodgers made a motion to fund the Beautification of Stevenson park up to $2,000 Paul Marx seconded the motion and the motion was passed unanimously.
