R2022-23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, DESIGNATING A PORTION OF SKYVIEW TERRACE AS "JOYCINA DAY BAKER MEMORIAL LANE"; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, after graduating from Friends University in Wichita, Kansas, Joycina Baker became a Texan by choice by marrying her husband Jim, where she lived from 1948 until her death in 2022; and WHEREAS, Ms. Baker started the first newspaper in Friendswood by typing out news on a manual typewriter and posting it at the Baker Grocery Store and sending it to citizens; and WHEREAS, for the City's Centennial in 1995, Ms. Baker researched and published the book Friendswood-A Settlement of Friendly Folks; and WHEREAS, Ms. Baker was at the forefront of the Friendswood Historical Society since its inception and actively promoted the City's history through the Society; and WHEREAS, Ms. Baker represented Friendswood on the Galveston County Historical Commission, and was a member of the Texas State Historical Society; and WHEREAS, in 20I3, the City Council via Resolution No. R2013-18 named Ms. Baker as the honorary Official Friendswood Historian; and WHEREAS, in 2019, Ms. Baker was named a Friendswood Legend by the Mayor during his State of the City address and was given the Key to the City; and WHEREAS, in the same year, the City further honored Ms. Baker by naming the rearmost conference room at the library after her; and WHEREAS, with her recent passing, the City Council finds it appropriate to designate a portion of Skyview Terrace in her memory; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. That the facts and matters set forth in the recitals of this resolution are hereby found to be true and correct. Section 2. That the City Council of the City of Friendswood. Texas, hereby designates a portion of Skyview Terrace as "Joycina Day Baker Memorial Lane" in memory of Ms. Baker and her years of service to the City and its citizens by the placement of a memorial marker between the Brown Museum and the Quaker Village Townhomes. Section 3. That this resolution shall be effective immediately upon its passage and approval. PASSED, APPROVED and ADOPTED by the Friendswood on this the I ` day of August, 2022.
