HomeMy WebLinkAboutP&Z Minutes 2007-02-05 Speciall I Minutes of a Special Meeting of the Planning and Zoning Commission February 5, 2007 A special meeting of the Friendswood Planning and Zoning Conunission was held Thursday, February 5, 2007, at 4:00 p.m. in the city hall council chambers located at 910 S. Friendswood Drive, Friendswood, Texas. The following was considered: 1.Call to order The meeting was called to order at 5: 17 pm with the following present: Chairman Jim Gibson Vice Chairman Kevin Holland Commissioner Robert Bertrand Commissioner Marcus Rives Commissioner Sherry Weesner Staff Planner Diana Steelquist Development Coordinator Mona Miller Commissioner Roy Klusendorf and Commissioner Mark Van Riper were absent. 2.Discussion with the City Council regarding: a.Non-conforming uses b.Heights in Planned Unit Developments (PUD) c.Definitions of blocks, sidewalks, public streets, changes in cul-de-sac lengths Mayor Smith, the City Council and Commission agreed to change the order of the discussion items to b., a., and then c. a.A discussion ensued regarding changing the maximum height allowed in Planned Unit Developments (PUD). It was discussed whether to change the height requirements in other zoning districts; however, it was agreed that a PUD still has to be approved and allows for more control than other zoning districts. b.A lengthy discussion ensued regarding non-conforming uses and the three types including non-conforming uses, non-conforming lots and non-conforming buildings. The Conunission asked for clarification from City Council as to whether they wanted to make it more or less difficult for non-conforming uses to continue. Numerous items were discussed including percent of damage and repairs that can be made, what value to consider, cosmetic restrictions and downtown redevelopment. It was agreed that the ordinance needs to be simplified. It was also agreed that the ordinance should be changed to read sixty percent of current tax value, instead of fifty percent of value. c.A discussion ensued regarding street and cul-de-sac lengths. The ability of emergency vehicles and school buses to be able to get tlll'ough the streets and turn around was the main Page 1 of 2 2/5/07 Planning & Zoning concern expressed. Several options were considered in order to allow longer streets including widening of the pavement, additional required off street parking spaces per home, notch out points along streets, and restricting on-street parking to one side of the street. It was agreed that there should be no minimum length for cul-de-sacs. It was also decided that emergency personnel should be consulted on this item. 3.Adjournment The meeting adjourned at 6:34 pm.
