MINUTES OF A SPECIAL MEETING AND JOINT PUBLIC HEARING OF THE CITY OF
FRIENDSWOOD PLANNING AND ZONING COMMISSION, HELD MONDAY, JUNE 18,
2007, IN THE COUNCIL CHAMBERS OF CITY HALL, LOCATED AT 910 S.
FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS
6:00 PM -SPECI AL SESSION
The Special Session was called to order at 6:22 pm with the following present:
Chairman James Gibson
Vice-Chairman Kevin Holland
Commissioner Bob Bertrand
Commissioner Sherry Weesner
Commissioner Roy Klusendorf
1.Discussion with the City Council regarding proposed amendments to the Sign Ordinance
A lengthy discussion ensued regarding possible issues with the current sign ordinance.
Several Council Members had specific sign problems that they were aware of. Those
concerns included businesses that can not have a sign due to the marquees that are
completely filled by other businesses (i.e. Style Junkie), large residential and non-residential
j:::·::::!:::;_'ments that might need more signage (i.e. West Ranch, Friendswood Methodist
Church), and temporary signs and banners that must be attached to buildings.
Mayor Smith elaborated on the challenges that West Ranch has with the current sign
ordinance. He explained that they had planned signage for their entryway with an insignia
that would be considered a sign because of the letters "WR" that would be placed on the
signage. He suggested that the signage be considered with the PUD approval. City Attorney
Olson agreed that this could be considered with a PUD application, but not in other zoning
districts.
A discussion ensued regarding the existing sign documentation that staff prepared for the
City Council and the Planning and Zoning Commission.
The special session adjourned at 6:58 pm.

1. Call to order
The Joint Public Hearing was called to order at 7: 12 pm.
2.Receive comments from the public, either oral or written, regarding the following:
A zone classification change request for 5.0 acres of a 9.842 acre tract, on FM 528,
beginning at the conunon boundary line of City of Friendswood land and moving west
toward Friendswood Lakes Boulevard, from Community Shopping Center (CSC) to
Platmed Unit Development with a Specific Use Permit for multi-family dwellings
(Gardens at Friendswood Lakes, LP)
Les Kilday of Sugarland spoke in support of the zone change and gave a brief overview
of the project. He explained that it is proposed to have 114 Seniors only apartments with
multi and single story buildings. He added that there would be no children allowed to
live on the property. Mr. Kilday stated that this project would be a benefit to
Friendswood residents due to it being of high quality, but affordable.
Councilmember Ewing asked Mr. Kilday about Federal funds for the project. Mr. Kilday
explained that they should have a decision on those funds by the end of July.
Councilmember Ewing asked if it was possible to change locations. Mr. Kilday
responded that the tax credit is specific to that location.
Glen Greyban, Friendswood Lakes HOA President, spoke in support of the proposed
zone change. He explained that they feel like this is the right project to develop on the
property due to all the state regulations to maintain the property for years to come.
No one spoke in opposition of the request.
